    Summary

       

    1.1

    Newtown Soberton Infant School is located at Church Road, Newtown, Fareham. The Victorian school building is of traditional construction and dates from around 1880. The school was extended in 2001 to provide two additional classrooms and new main entrance. There are currently 66 pupils (4-7 years) on roll.

       

    1.2

    As part of the County Council's NDS funded Modernisation Programme, it is proposed to construct a new hall to replace the existing undersized accommodation. Following a condition survey, it is also proposed to demolish an existing temporary building that is classed as very poor and accommodates a local Pre-school group. This facility will be reprovided within the existing accommodation currently used as the hall. For the duration of the works, temporary off-site accommodation for the Pre-school has been agreed in principle between the school and the local Guide Hut Committee.

       

    1.3

    The total estimated cost of the scheme to provide a new hall and carry out internal reconfiguration works is £564,000, excluding fees.

       

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

       

    2.1

    The school site has only a limited amount of available space and it is therefore proposed to locate the new hall on land to the rear of the school.

       

    2.2

    Accommodation in the original school building will be reconfigured to provide a larger library area, from which a link corridor will adjoin the proposed new hall. The link corridor will also accommodate a new kitchen servery, boiler plant and storage area.

       

    2.3

    The existing undersized hall will be refurbished for use by the Pre-school. Access to the Pre-school will be via the main school gate and thence via a dedicated entrance door into the nursery unit. Some upgrading to the existing boundary fence is envisaged, along with landscaping works to the front of the school to provide an appropriate external play area.

    Funding and Timing

       

    3.1

    An allocation of £438,000, excluding fees, has been made in the Education Capital Programme 05/06 (NDS Modernisation) and the school is making a contribution of £103,000, excluding fees.

    3.2

    The work will be phased so that the proposed extension will be constructed first to allow the school use of the new accommodation. The original school hall will then vacated and adapted for use by the Pre-school.

    3.3

    Subject to the necessary approvals it is anticipated that tenders will be invited during September 2005, work will commence on site during November 2005 and be completed during September 2006.

    Consultation with Local Member

    4.1

    Councillor Felicity Hindson, the local Member for this area, has been consulted on the proposals within the project appraisal and is fully supportive of the scheme.

       

    Conclusion

     
     

    The proposals to provide a new hall will address the current accommodation problems and provide improved facilities for users of the school and nursery unit.

     

    Recommendation

     

    That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the design project appraisal for the scheme at Newtown Soberton Infant School, at an estimated cost of £564,000, excluding fees, be approved.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £600 per year or £5.00 for each m² of new accommodation, an additional 6.3 tonnes of CO2.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The school is located at Church Road and is bounded to the north by a private dwelling house, by agricultural land to the south and east and by the community Church to the west.

        Area including comparison with local/national standards

        The total site area is 0.42 acres (0.17 hectares). The DfES guideline for a school of this size is 1.23 acres (0.5 hectares).

        Access

        Due to the restricted nature of the school site, two options are currently under consideration for contractor's access/compound for the duration of the works. This may include the acquisition of temporary rights over adjoining land.

        No deliveries or movement of plant outside of the compound will be permitted between 8.30-9.15 am and 3.00-3.45 pm on school days.

        Existing buildings and temporary buildings

        The existing building are considered to be in good condition for their age and type. The temporary building which houses the Pre-school is in poor repair and will be demolished as part of the proposed scheme.

        Results of trial boreholes

        A previous ground investigation encountered Made Ground underlain by London Clay. It is therefore proposed to provide new mass concrete strip foundations taken down to an average depth of 1.4m below finished ground level. The foundations will be locally deepened where two trees are to be removed. Ground slabs are likely to be suspended beam and block floors spanning between perimeter and internal foundations.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation. However, it will be necessary to re-route the electricity supply cable into the school building, whilst the external water main serving the building is to be partially replaced and re-routed.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed scheme will provide a purpose-built hall with link corridor to the existing school, plus internal reconfigurations to provide the following accommodation:

          · early years accommodation

        Places provided

        There are 67 places provided at this school and no additional places will be provided by this scheme.

      4 The Proposed Building

        Type of construction, finish and appearance

        The main hall and associated PE store will be of steel framed construction, with red facing brickwork, aluminium doors and windows and slate roof tiling, all to complement the character of the existing buildings. The gable ends will be clad at high level with cedar boarding to match the recently-constructed classroom extension.

        The link corridor will be constructed primarily of aluminium glazed screens and doors with a high performance roof.

        Accessible facilities

        The existing teaching accommodation has level access throughout and the proposed extension will also be fully accessible.

        Heating and ventilation systems

        The oil storage facility is to be replaced and a new oil distribution system is being installed to service both the existing heating boilers and the new boiler being installed for the new load. The building will be heated by a mixture radiators and underfloor heating.

        The new hall will have natural ventilation (opening windows). Toilets will be ventilated by extract fans.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme.

      5 External Works

        Car parking

        Pupil and staff numbers will not increase as a result of this extension and therefore no additional car parking is to be provided as part of this scheme.

        Landscape proposals

        Some landscaping work to the front of the school will include the provision of an appropriate external play area. There will also be some upgrading of the existing boundary fence line around the external play area.

        Landscaping works to the rear of the school will include replacement of hard playground lost to the hall extension and regrading works to the soft landscaping to establish the hall in the sloping site and provide suitable access for external play.

        Situation on site and environmental impact

        The proposed extension is sited and designed to have minimum environmental impact. Due to the limited space available on the site, it will be necessary to remove two Norwegian spruce trees.

      6 Planning

        A detailed planning application was submitted during June 2005.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        An allocation will be made from the block vote for furniture and equipment in the Education Capital Programme.
