      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to replace with permanent accommodation the temporary buildings established on site following a fire in December 2003 will have an immediate benefit for all users of the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

       

    1.1

    The Costello Technology College is located in a residential area of Basingstoke, at Crossborough Road. There are currently 1,005 pupils (11-16 years) on roll. The campus consists of a range of traditional and system-built (SCOLA) buildings.

    1.2

    Following a fire at the school in 2003, which destroyed both the technology and maths buildings, it was necessary to provide temporary classrooms to accommodate pupils and it is now proposed to replace these with permanent accommodation. Works have already taken place to remove asbestos from the remains of both buildings, followed by their demolition and clearance of the site. This work was approved by the Executive Member for Education in May 2004.

    The total estimated cost of the scheme to provide permanent accommodation is £4,910,000, excluding fees.

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

       

    2.1

    The purpose of the proposed scheme is to provide a replacement technology and maths building. A three-storey structure is proposed in order to tie in with the adjacent three-storey building and to reduce the footprint with a view to providing some additional hard play area. Full details of the accommodation to be provided can be found in the attached design project appraisal.

    2.2

    The proposals also include for a temporary access haul road, upgrading of services, drainage and external works. Also included within this project is the provision of an additional temporary building for the duration of the works, and upon completion of the proposals, the removal of all temporary buildings from site and reinstatement of the area.

    Funding and Timing

    Funding sources for this scheme are as follow (exclusive of fees):

    3.3

    This scheme is being procured with HBG under a Framework Agreement. The first stage of this two-stage tendering process is now complete and approval has been granted to expend fees on the second stage by the Executive Member for Policy and Resources.

    It is anticipated that work will commence on site during November 2005 and be completed during February 2007.

    Consultation with Local Member

    4.1

    Councillor Josephine Kelly, the local Member for this area, has been consulted on this scheme and her comments will be reported at the meeting.

    Conclusion

     

    This scheme will provide permanent, purpose-built technology/maths accommodation to replace the temporary classrooms which were provided following a fire at the school in 2003.

    Recommendation

    That the Buildings Land and Procurement Panel advises the Executive Member for Policy and Resources that the design project appraisal for the scheme at Costello Technology College at an estimated cost of £4,910,000, excluding fees, be approved.

Landlord funded work connected with this scheme

An allocation has been made within the NDS Condition Fund for the upgrading of electrical sub-main cables and distribution panels.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £10,940 per annum, £4.90 for each m² of new accommodation, an additional 104 tonnes of CO2.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The Costello Technology College is located at Crossborough Hill, to the northeast of Basingstoke. The site is bounded by Crossborough Hill to the west, London Road to the north and by open common land on the two other boundaries.

        Area including comparison with local/national standards

        The total site area is 20.59 acres (8.3 hectares). The DfES guideline for a school of this size is20.63 acres (8.35 hectares).

        Access

        The main vehicular and pedestrian access to the school is from Crossborough Hill. An existing access point at London Road will be used for construction traffic and a temporary haul road across the playing fields will be formed for the duration of the works. There are two cross-over points for pupils that will be managed by the contractor.

        Existing buildings and temporary buildings

        The existing school dates from 1908, the campus now consists of a range of traditional and system built (SCOLA) teaching blocks. These buildings are considered to be in fair condition for their age and type.

        There are currently 15 temporary classrooms on site, which will be removed on completion of the proposed scheme.

        Results of trial boreholes

        A recent survey has shown ground conditions comprising topsoil or asphalt/Made Ground overlying White Chalk Formation to the full depth of the investigation.

        The proposed foundations are to be reinforced concrete pads to support the concrete frame, with walls built off concrete strip foundations, all bearing on the underlying chalks.

        Mains services position

        The mains electrical supply will be upgraded as part of this scheme, to cater for the additional demand of the new building. A new water main will be required to service the sprinkler installation. All other mains services are considered to be adequate for this scheme.

      3 Scope of the Project

        Type of project, layout and facilities provided

        Accommodation for design technology, food technology/textiles and maths teaching spaces will be provided over three separate floors. The proposed building will link to the existing adjacent block and will share ground floor circulation and stair access.

        The following accommodation is proposed:

        Places provided

        There are 1120 places provided at the school and on completion of this project it will remain at 1120 places.

      4 The Proposed Building

        Type of construction, finish and appearance

        The building is designed over three floors in order to reduce the footprint and gain some cost benefit from multi-storey construction. The majority of the building will be clad in red brick to complement existing buildings, with some areas of render. The external doors and windows will be a timber/aluminium composite system.

        From the ground floor the roof will be substantially hidden by the profiled parapet, but over the teaching areas a monopitch roof clad in metal will create a north-facing clerestory window that will ventilate the upper floor and accommodate ventilation extracts from the remaining spaces. All other areas of roof will be of high-performance construction.

        The proposed new toilet/snack bar adjacent to the main entrance to the new building will be formed in blue engineering bricks with a high-performance roof.

        Accessible facilities

        An accessible wc facility will be provided on each floor of the new accommodation.

        A lift installation will service all floors of the proposed new accommodation.

        Heating and ventilation systems

        The building is to be heated via new stand-alone gas-fired boilers with heat delivered via a combination of radiators and ceiling-mounted radiant panels. The building is to be passively ventilated to take advantage of some cooling from the mass of the structure and to minimise the requirement for significant air extraction plant. Fresh air will be provided by a combination of opening windows and louvres. Mechanical extraction will be provided to the food technology spaces and wc areas, with comfort cooling to the spaces with intensive IT equipment.

        Fire risk assessment

        A risk assessment undertaken in consultation with the Hampshire Fire and Rescue Service, concluded this to be a building of high fire risk and given that it is a replacement of a fire-damaged building, it is recommended that a sprinkler system is installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme.

      5 External Works

        Car parking

        There will be no changes to the current car parking provision.

        Landscape proposals

        Landscaping proposals consist of making good around the area of the new building.

        Situation on site and environmental impact

        Two sites were considered for the proposed new building. However, the location to the northwest of the site was considered inappropriate due to significant level changes across the area and a substantial area of fine trees which would have been lost. The site of the original building has been chosen for the replacement block because tree felling will not be necessary and the impact on adjoining owners is minimal.

      6 Planning

        A detailed planning application was submitted during May 2005 and includes details of a proposed tower crane which is required on site for the duration of the works.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        The school purchased replacement furniture and equipment following the fire. Some additional equipment will be purchased for the new accommodation as it was not possible to provide all the necessary items e.g. CDT equipment, for the temporary buildings due to the nature of their construction.
