1 Summary
1.1 The following decision is sought:
That the attached Adult Learning Development Plan be approved and presented to the Hampshire and Isle of Wight Learning and Skills Council for funding in 2005/2006.
2 Reason
2.1 The Adult Learning Development Plan is required by the local Learning and Skills Council in order to secure funding for the County Council's provision of adult and community learning. The plan includes a Business Plan for 2005/2006.
2.2 The Development Plan is modelled on a template provided by the local LSC and further develops strategies described in the 2004/2005 Business Plan which is currently being implemented.
2.3 The decision supports all six aims of the Corporate Strategy - Maximising life opportunities by securing high quality learning opportunities through existing and new provision; Stewardship of the environment by enabling local delivery of services in support of sustainable communities; Achieving economic prosperity by ensuring the continuous development of skills, qualifications and individual achievement by learners; Building strong and safe communities by developing effective partnerships locally, regionally and nationally in planning and delivering adult learning; Improving services by promoting a culture of continuous improvement throughout the service and ensuring value is added for learners; Developing councillors and staff through access to a professional development programme meeting the needs of groups and individual staff.
2.4 The decision also contributes to development targets in the County Council's Lifelong Learning Strategy and supports Theme 3 of the Community Strategy for Hampshire - Economic prosperity and lifelong learning through securing provision for adult learning. The decision secures funding for Family Learning which contributes to the aims and the wider implementation of the Children Act 2004 and helps schools to become centres of learning in their local communities in support of the County Council's emerging strategy for the development of extended schools.
