1 Summary

1.1 That the following decision is sought:

.1 That the Sex and Relationships policy of the Youth Service be approved.

2 Reason

2.1 The decision supports: aim 1 of the Corporate Strategy - Maximising Life Opportunities, by ensuring the services referred to are of high quality, accessible and caring; aim 2 - Building Stronger and Safer Communities, by promoting health and well being of young people; aim 5 - Improving Services, by ensuring the service meets changing needs; and aim 6 - Developing Staff and Councillors, by ensuring staff are equipped with appropriate skills and knowledge to respond effectively to the changing needs of young people.

2.2 The draft policy was discussed by members at the youth panel on 16 June 05. Members expressed concern about the provision of condoms to young people under the age of 16, but were assured by officers and young people that this will be within the context of an ongoing youth work relationship. Section 4.4 sets out the guidance and the legal framework, including the Fraser Guidelines for youth workers engaging in sexual relationship education with young people including the provision of condoms.
