AT A MEETING of the STATEMENT OF ACCOUNTS PANEL of HAMPSHIRE COUNTY COUNCIL held at The Castle, Winchester on 13 July 2005

1 DECLARATION OF INTERESTS
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.
2 MINUTES
The Minutes of the meeting of the Committee held on 17 August 2004 were confirmed as a correct record and signed by the Chairman.
3 CHAIRMAN'S COMMUNICATIONS
The Chairman had no communications to make.
4 MEMBERS QUESTIONS
No questions had been submitted by Members.
5 DEPUTATIONS
There were no deputations notified under Standing Order 21.
6 DRAFT STATEMENT OF ACCOUNTS 2004/05
The Panel considered the report of the County Treasurer (Item 6 in the Minute Book) on the County Council's draft Statement of Accounts for 2004/05. Pages 30, 39, 40, 42, 43 and 60 of the report were amended by way of revised pages circulated at the meeting.
Councillor Jackie Porter declared a personal interest with regard to the accounts as she was Chairman of a charity in receipt of grant from the County Council.
The County Treasurer explained the format of the report and the accelerated timetable, which were necessary to meet Government requirements. It was noted that the timetable would be further advanced next year to require the accounts to be submitted by 30 June which would represent an even more substantial challenge. The County Treasurer answered detailed questions from Members, including several relating to the Pension Fund.
RESOLVED:
That the Statement of Accounts 2004/05 be approved.
