1 Summary
The following decision is sought:

1.1 That the Executive Member notes the change to the contract and
agrees that the existing contract with Anite Public Sector Ltd for the supply of the SWIFT social care information system be extended and funded from existing budget allocations.

2 Reason(s)

2.1Anite's SWIFT social care system was fully implemented in January 2005. With the planned development of integrated Children's Services and closer partnership working with Health and other agencies additional user licenses will be required over the next year. Extension of the contract is necessary to meet this requirement

2.2 The Government's `Every Child Matters: Change for Children Programme' requires the implementation of an Integrated Children System (ICS) by January 2007. The aim of the ICS system is to improve outcomes for children in need. To meet the full requirement SWIFT needs to be extended. To satisfy this need Anite have developed additional functionality that integrates with SWIFT.

2.3 An agreement has been negotiated with Anite to meet both of these requirements at a substantially discounted price. The agreement of the Executive Member is required to finalise the contract.

    2.4 The additional cost of £595,091 over five years will be funded from existing budget allocations and therefore no new funding is required.


2.5 The SWIFT and ICS systems will support all five aims of the Council by:

      · Increasing the capacity of workers in HCC and partner agencies with improved systems and enhancing quality of service especially for children in need (Aims 4, 5, 6);


      · Increasing the access of staff to core systems , to work increasingly flexible work patterns, thereby to offering greater work-life balance to staff whilst maintaining its quality and quantity of service. (Aims 1, 3 ,5, 6)
