Summary

   

1.1

The following decisions are sought:

   
 

That:

   
 

(i) The update on the progress of the servicing strategy for the North Popley Development Area be noted;

   
 

(ii) Approval be given to the rationale for the revised expenditure profile set out in Appendix 1 attached to the report;

   
 

(iii) The Director of Property Business & Regulatory Services (Head of Estates) be authorised to secure the necessary requisition arrangements for off-site utility reinforcements, and to enter into appropriate Partnership arrangements with one or more Housing Associations/affordable housing providers;

   
 

(iv) The Director of Property, Business & Regulatory Services be authorised, within contract Standing Orders, to vary the scope and cost of relevant site servicing strategies or packages of work, subject to any variation being contained within the overall total cost of the approved works, and no significant change in the scale of the infrastructure proposed, and reporting back to Executive Member for Policy and Resources.

Reason(s)

   

2.1

To implement the approved full servicing strategy for the North Popley site to ensure the delivery of a co-ordinated high quality scheme of development, including the early provision of a replacement secondary school.

   

2.2

This decision supports the following Aims of the Corporate Strategy

   
 

Aim 1 - Maximising life opportunities by the early provision of the replacement John Hunt of Everest School, and provision of up to 900 dwellings (including a range of tenures) as part of the North Popley Development Area.

   
 

Aim 2 - Stewardship of the environment by the implementation of a comprehensive infrastructure servicing strategy that will ensure that the development land can be brought forward in a managed and co-ordinated way and in turn maximise the return in the generation of receipts.

   
 

Aim 5 - Improving services by the servicing for and thus early provision of the school to provide improved teaching facilities.

3.1

To employ an un-serviced development strategy for the site would result in an uncoordinated development and reduce receipt values.
