Summary

   

1.1

The Buildings, Land and Procurement Panel advises the Executive Member (Policy & Resources) that authority should be given to:

   
 

a)

declare the former school at Wickham Road, Fareham surplus to Council requirements;

     
 

b)

its disposal on the basis set out in the report, being the best terms that can reasonably be obtained, or if satisfactory proposals cannot be agreed with this party, that approval be given to proceed with the disposal to the next highest bidder whose scheme meets the requirements of the Development Brief.

     
 

c)

the Director of Property, Business and Regulatory Services (Head of Estates Practice) be authorised to settle detailed terms and conditions including any adjustments to the purchase price that may be agreed following any required amendments to the development scheme.

     
 

d)

the transfer of the proceeds to a sale to the William Price Charitable Trust on terms which provide for the establishment of a designated fund to be administered for the benefit of the local education bodies, the Chief Executive being authorised to finalise the terms of the transfer.

Reason(s)

   

2.1

There is no continuing educational requirement for this Trust property, and its disposal will allow reinvestment into the local schools.

   

2.2

This decision supports the following Aims of the Corporate Strategy

   
 

Aim 1 - Maximising life opportunities by providing funding to the William Price Trust which will support schools in the Fareham area.

   
 

Aim 2 - Stewardship of the environment by ensuring that the scheme of development for the surplus land is of a good quality to meet planning, development and design policies in the Structure and Local Plans, and to achieve planning consent.

   
 

Aim 5 - Improving services by providing funding to enable improved facilities within Fareham schools.

3.1

Continuing use of the building and site for educational purposes, however there were no requirements identified within the Trust's remit.
