1.1 |
The Buildings, Land and Procurement Panel advises the Executive Member (Policy & Resources) that authority should be given to: |

|
| |
(i) declare the remainder of the Winton House site surplus to the requirements of the County Council. |
| |
|
| |
(ii) to select the County Council's preferred developer for the Winton House and Greenacres sites and that the Director of Property Business and Regulatory Services (Head of Estates Practice) be authorised to settle detailed terms and conditions of sale, including such adjustment to the purchase prices that may be agreed following minor amendments to each scheme. |

2.1 |
The sites are no longer required for operational purposes and a preferred developer has been identified to secure the best use of the County Council`s land in accordance with the Development and Design Brief, at the highest financial receipt. |

This decision supports the following Aims of the Corporate Strategy |

| |
Aim 2 - Stewardship of the environment by the redevelopment of these sites and the reinvestment of a proportion of the sale proceeds demonstrates a strategy to make effective and efficient use of our land resources whilst seeking a high quality of design. |
| |

| |
Aim 3 - Achieving economic prosperity - the proposed developments will provide a mix of house types in terms of both tenure and size to meet the demands of the local housing market. The sale of these sites will also allow some of the proceeds to be reinvested as part of the capital programme. |
| |
|
| |
Aim 4-Building strong and safe communities by the proposed developments, given their range of housing type and tenure, will allow for a balanced community to develop. The development of Winton House will be complemented by a new swimming pool that will serve a variety of community groups. |
