1. Introduction

1.1 This report presents details of applications received for project partnership funding from groups planning to organise arts projects for Hampshire residents.

1.2 At the last decision day on 26 May 2005 it was reported that the money allocated for the grants scheme for 2005/06 had been used up. Whilst the grants scheme has not been publicised since then, some new applications have come forward. The full list of applications received is attached in Appendix 2 supported by the budgets provided by each applicant with details of funding from other bodies where relevant. In each case the local member has been consulted and no specific issues have been raised.

1.3 The County Council continues to run the Two for One Award Scheme, a very successful initiative that fosters a positive relationship between business and the arts as well as making the grant funding stretch further. The scheme works by matching new sponsorships valued between £200 and £500 and provides a useful incentive to arts organisations to find more sponsors. This also encourages more local businesses to sponsor the arts in Hampshire. Applications for this scheme are detailed in Appendix 3.

2. Legal Implications

2.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expendient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the development and improvement of the knowledge, understanding and practice of the arts.

3. Financial Details

3.1 The financial details of the various arts grants schemes are set out in Appendix 1. The Arts Service budget has already contributed £5,500 to fund the projects that came forward at the last Decision Day, and can find the additional £1,850 needed to fund these projects, due to managing a staff vacancy that has recently arisen.

4. Project Partnership Funding

4.1 The applications for the support of the arts projects are listed in Appendix 2 and include specific requests for £2,710. The papers in Appendix 2 show details of all applications. Local Members have been consulted on these applications and any comments are included. The project's contributions to the County Council's Corporate Strategy has been highlighted in the details of Appendix 2.

5. Two For One Award Scheme

5.1 Applications for £850 have been received and the details of these are shown in Appendix 3. These awards can be made retrospectively for arts events where an organisation has attracted first time sponsorship from a company. It is recommended that a full matching amount be allocated to these applications due to the great success of this scheme in attracting revenue funding for the arts.

6. Impact Assessment

6.1 No groups or organistions should be excluded from any benefit arising from these decisions. A new application procedure is due to be introduced from 2006/07 which will include equalities monitoring information as agreed as part of the corporate review of grants programmes and procedures.

Recommendations

    That funding totalling £1,000 and £850 for the following projects and Two for One partnership funding respectively be approved.

Purpose For Which Assistance Is Sought

The Children's Concert will take place in January or February 2006 at Festival Hall, Petersfield.

The concert is one of a series for 5 to 11 year olds which have taken place in Petersfield, Portsmouth and Southampton and Winchester for many years. The concerts happen once a year, last for one hour and include short orchestral pieces, a narrative piece and a song for audience participation written especially for them and given to schools to learn before the event. An introduction to the orchestra with demonstrations from each instrument is included. A full symphony orchestra, the Southern Pro Musica with their conductor, Jonathan Willcocks, have been involved since the concerts began. This application is to support to the Petersfield

concert where the concert hall is small and where there is always a large deficit. The project will benefit many children between the ages of 5 and 11 years old, around 6,000 children came to these concerts in Hampshire and Sussex in 2005. The impact on the wider community will be an early introduction to the concert hall for children and will hopefully foster a love and knowledge of music which be carried forward into later life.

Additional Comments This is a worthy project which introduces young people in the Petersfield area to music. The project was originally submitted to the 26 May 2005 Decision Day but was turned down because it looked as though funding would go to concerts in Southampton and Portsmouth. This project is justfor the Petersfield concert.

Purpose For Which Assistance Is Sought

Central Studio will be running the Martian Invasion Video production summer school from 1-12 August 2005 at Central Studio, Basingstoke, The Clanfield Observatory and other areas in and around Basingstoke. This will be the fifth summer school to take place at Central Studio in the area of video/ film production since re-opening in 1999, and the third to be run by Rob Thrush of Chard House Media who has a long history of providing quality workshops and projects in video production throughout Hampshire. The project, based loosely as a sequel to War of the Worlds, will involve 14 young people from the Basingstoke area who will work through an intensive 10 day programme to produce a 15 to 20 minute DVD. The group will cover all areas of video production from development of the story, storyboarding, script writing shooting, lighting, and editing as well as the adding of digital audio effects and CGI. The film will be shot in the studio and on location in and around Basingstoke and at an observatory outside Bordon. The benefits of the course will be to build on Central Studio's strong youth arts provision by enabling young people to become involved in, and learn more about, video and film production. It is hoped that this summer school will provide the springboard for the

provision of a regular weekly video production group, working in a wide range of media styles, to start in September 2005 or when space becomes available to accommodate such a course.

Additional Comments This is an interesting project involving 14 young people from the Basingstoke area. The amount recommended is less than requested because the project benefits a relatively small number of people.

Purpose For Which Assistance Is Sought

The TA Dance project will be running another term of dance workshops for able bodied, learning disabled and wheelchair dancers at the Tower Arts Centre, Winchester from September to December 2005. The project integrates able bodied, learning disabled and wheelchair dancers in a safe, creative and mainstream environment. The results from the previous term's work has been that the participants have been able to realise their value and worth whilst developing their communication skills through working together for 2 hours on a weekly basis. All able and disabled dancers have expressed their desire to continue with the dance project in

the Autumn term. Each individual group member has developed in confidence and physical ability and creative abilities, and the group as a unit has grown strong, safe and into an enjoyable place to be. In terms of health promotion this activity has been a positive form of exercise, the service users taking part have varying needs including physical disability that can restrict movement and excess body weight that might otherwise limit opportunities and present health risks. The TA Dance sessions have been delivered in a way sensitive to individual need and have been a social opportunity for service users that otherwise have limited chances to

participate in community activities. TA Dance leaders wish to continue the work they have begun.

Purpose For Which Assistance Is Sought

The Lymington Choral Society will be performing a concert at St. Thomas's Church, Lymington.The society will be performing Part I of Haydn's "Creation", Cantasta No 122 by Bach and carols for choir and audience. The groups conductor is Peter Davies and they also use a professional orchestra and three professional soloists.The society's concerts contribute to the cultural life of the locality, bringing together as participants and audience some 500 people from the community. The society aims to attract new members of all ages and to provide a varied programme catering for traditional and contemporary tastes, involving young professional soloists on repeated occasions. The group seeks to improve on its standards by presenting work of the highest level.

Additional Comments Having benefited for the last seven years from a grant from the Arts Service and as there is no money left in the grants budget, it is felt this project should be able to continue without our assistant.
