1. Summary

1.1 The following decisions are sought:

      (i) That the `Issues and Preferred Option' Consultation Paper for the Hampshire Minerals and Waste Development Framework: `Core' Planning Strategy be approved, together with background technical evidence as a basis for consultation in accordance with Regulation 26 of The Town and Country Planning (Local Development) (England) Regulations 2004.

      (ii) That the Executive Member for Environment: North Hampshire and Spatial Strategy, working with relevant Members from Portsmouth and Southampton City Councils, be authorised to approve draft policies, development control criteria and any local development orders, provided these are consistent with the Core Strategy framework.

      (iii) That the Director of Environment, in consultation with the Executive Member for Environment: North Hampshire and Spatial Strategy, be authorised to make appropriate amendments and updates to the Consultation Paper, provided that these do not change the overall direction, shape and emphasis of the document, and do not raise any significant new issues.

1.3 The Environment Policy Review Committee considered this item on 22 July 2005 and Members' comments will be reported orally at the meeting.

2. Reason

2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by setting out the issues and a preferred option for a strategy for the planning of mineral and waste development in Hampshire to 2020.

3.1 None - a statutory requirement.
