1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for the installation of a Puffin crossing, construction of new footway links along the eastern side of A343 Newbury Road linking to Smannell Road and relocation of the bus lay-bys/stops with reduced width carriageway on the northbound lane of Newbury Road close to Enham Arch, Andover, to be externally funded at an estimated cost of £155,000, be approved.

2. Reason

2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by improving conditions for pedestrian safety, particularly for those with disabilities, the elderly and children, and will provide facilities that encourage walking.

2.2 The crossing is located immediately north of the Enham Arch railway bridge on the busy A343 and will serve the existing footpath which runs parallel to the railway line and a new footway link on the east side of Newbury Road. The crossing is close to the Tesco Superstore and other retail outlets and will serve a large demographic area of people of all ages.

3. Other Options Considered and Rejected

3.1 An alternative scheme was considered which would have resulted in the overall loss of one lane of the southbound carriageway, from Smannell Road to Enham Arch, as opposed to a reduction to a small section of the northbound lay-by.
