    Bus Subsidies 2005/06 Budget

      1. Summary

      1.1 The following decisions are sought:

          (i) That, in order to manage the 2005/06 cost pressures on the bus subsidy budget, the following sequence be followed in maintaining the optimum deployment of resources:

                (a) maintaining services which require a subsidy of £2.50 per passenger journey or less;

                (b) maintaining the better performing Sunday and evening services which require a subsidy of £2.00 per passenger journey or less;

                (c) reducing frequencies on other evening and Sunday services where a reasonable service would still be available; and

                (d) implementing the programme of changes set out in the attached appendix, subject to the outcome of consultation with District Councils and Parish Councils and negotiation with operators.

          (ii) That, as a temporary measure pending the outcome of investigations into school transport services for those not statutorily supported, services not be withdrawn which are over £2.50 criteria, but more than 1,000 passenger journeys per annum and include a substantial number of school children.

      2. Reason

      2.1 This decision supports Aim 1 (Maximising Life Opportunities) of the Corporate Strategy by prioritising support for public transport services for people to access employment, education, shopping and medical facilities according to the level passenger subsidy per journey.

      2.2 The Environment Policy Review Committee considered this item on 22 July 2005 and Members' comments will be reported orally at the meeting.

      3. Other Options Considered and Rejected

      3.1 Some school specials (public service vehicles that are predominantly used by school children) for non-entitled children could be candidates for withdrawal. Whilst over criteria it is better to retain these services for the time being and make economies elsewhere.
