1. Summary
1.1 The following decision is sought:
That Winchester City Council be advised that:
(i) the preparation of an Air Quality Action Plan for Winchester is supported;
(ii) the County Council looks forward to continuing to work with the City Council on measures to address air quality problems;
(iii) the funding and timing of the various actions, identified to be undertaken by the County Council as highway authority, will be subject to appropriate feasibility studies and the level of funding to be made available by Central Government through the Local Transport Plan process. The plan should include a statement to this effect; and hence;
(iv) no firm guarantees can yet be given on projects and schemes that are not programmed and have not yet been demonstrated as feasible.
2. Reason
2.1 This decision supports the following Aims of the Corporate Strategy:
(i) Aim 2 (Stewardship of the Environment) by promoting measures that reduce the impact of traffic on the environment;
(ii) Aim 3 (Achieving Economic Prosperity) by reducing the impact of congestion and poor air quality on economic performance; and
(iii) Aim 4 (Building Strong and Safe Communities) by promoting and supporting health and healthy lifestyles for all.
2.2 The key proposals within the Action Plan rely upon the support and active involvement of the County Council as highway authority. The target dates set out in the timetable for the Plan are supported. However, it should be highlighted that the funding and timing will be subject to appropriate feasibility studies, the level of capital funding made available from Central Government and decisions on budget allocations arising from that funding.
