Summary and Purpose

1 The Framework for Assessing Substantial Service change, developed by the Committee in collaboration with the Isle of Wight, Portsmouth and Southampton's Health Overview and Scrutiny Committees is attached.

2 The Framework, which was developed as a direct response to feedback from NHS Chief Executives and Chairmen, has been subject to three month consultation with the NHS and District Councils in Hampshire.

3 Minor amendments have been made in response to the consultation process

4 Additional work to be taken forward in the coming year associated with the Framework will include:

· Exploration of the scope for establishing a local conflict resolution process

· Evaluation of the effectiveness of the Framework

Recommendation

5 That the Framework be approved by the Committee
