This report presents an opportunity for Member involvement on Working Groups and people issues relating to our Integrated Risk Management Plan.

2.1

That a nomination be sought for the appointment of up to three HFRA Committee Members to become part of a HR Working Group on defined projects. To date, these are:

- Job Evaluation for Grey Book employees

- Review of Working Patterns and Duty Systems

- The introduction of Investors in People to HFRS

That future projects will be highlighted at the HR Committee, seeking further nominations across the Authority as required.

3.1

The Government's modernisation agenda has seen a significant rise in the number and complexity of projects that are being initiated and progressed with far-reaching implications for the Service, our employees and the community we serve. We recognise the valuable role of our elected members, as a key stakeholder group, in providing their views and suggestions at the early stages of developing these projects. This is particularly relevant where people issues impact on the efficient delivery of our Integrated Risk Management Plan.

   

3.2

A Working Group of three members from the Human Resources Committee is already established to take an active role in the introduction of the Integrated Personal Development System (IPDS). As this is now becoming firmly embedded as part of our day to day business and service delivery, the role of the Working Group has started to decline.

   

3.3

There would be merit in re-establishing such a Working Group of Members, authority-wide, to take a participative role in the development of new initiatives. This would include such areas as Job Evaluation for Grey Book employees, the introduction of Investors in People (IiP), the development of new working patterns and duty systems, the human resource implications of our IRMP and many others. In considering the workloads of our elected members already, there may be merit in nominations being made to the group for particular projects as it is likely they will run concurrently. In this way, a bank of knowledge and greater understanding will be built up across the each Fire Authority Committee on a number of matters relating to people issues.

Contribution to Corporate Aims and Objectives

   

4.1

One of our Corporate Aims is to be in the top 20% of Fire and Rescue Services. We see the additional involvement of one of our key stakeholder groups as an enhancement to our communication process and being highly beneficial to the efficiency of our business.

Individual Equality Impact Assessments are carried out as part of each activity. The inclusion of an elected member will not require any additional EIA to be carried out.

The proposals within this report are considered compatible with the provisions of the European Convention on Human Rights, the Human Rights Act 1998, and the Race Relations (Amendment) Act 2000.

This proposal has been broadly discussed at the Corporate Management Team meeting on 10 August 2005 and is to be consulted on further at the Human Resources Committee meeting 8 September 2005. No further consultation is required.
