1. Summary

1.1 The following decision is sought:

That authority be given to tender for the Main Road and Footway Surface Dressing Contracts for a two year period with the option of two additional, one year extensions.

2. Reason

2.1 This decision supports Aims 2 and 5 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by:

(i) maintaining public satisfaction with Hampshire's environment improving the condition of roads and pavements;

(ii) promoting the use of renewable and recyclable resources;

(iii) minimising the creation of and managing waste; and

(iv) making roads safer by reducing fatalities.

3. Other Options Considered and Rejected

3.1 Extending the existing contract by a further year was considered but the value of the works now exceeds European Union thresholds and is beyond the values originally tendered for.

3.2 The option of placing all surface dressing inside the current Highways Term Maintenance Contract 2002-2007 (extendable to 2010) was considered but contravenes European legislation.
