1. Summary

1.1 The following decision is sought:

    That the revised Environment Capital Programme and revisions set out in the attached report and appendices be approved.

2. Reason

2.1 The Environment Capital Programme is monitored closely in order to ensure the projects are able to start construction within the programme year, and that latest cost estimates are reflected in the programme values.

2.2 Through the Local Transport Plan (LTP) and Annual Progress Report (APR) processes the Environment Department receives an annual settlement for borrowing approval from the Government, this year £32 million.

2.3 The changes identified in Appendix 2 will help to ensure this is fully utilised, and meet the delivery and expenditure targets identified in the APR in July this year.

2.4 Any decisions made in relation to the Environment Capital Programme will support Aims 1 to 5 of the Corporate Strategy by maintaining the highway network, and providing infrastructure to improve congestion, accessibility, air quality and safety for all residents of Hampshire.

3. Other Options Considered and Rejected

3.1 Not amending the programme to reflect the changes during the year may result in undeliverable projects remaining in the programme, and potential failure to meet the LTP APR targets which may result in a poor assessment of achievements and ultimately a reduction in borrowing approval in subsequent years.
