AT A MEETING of the APPOINTMENT PANEL of the COUNTY COUNCL held at The Castle, Winchester on 14 September 2005.

PRESENT:

Councillors: B.D. Dash; Felicity Hindson, MBE; D.A. Kirk; Mrs C.A. Leversha; Mrs J.K. Frankum.

1. DECLARATION OF INTERESTS

    Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest, and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. No such interests were declared.

2. APPOINTMENT OF CHAIRMAN

    RESOLVED:

    That Councillor Felicity Hindson, MBE, be appointed Chairman of the Panel.

3. CHAIRMAN'S COMMUNICATIONS

    There were no communications on this occasion.

4. EXCLUSION OF THE PRESS AND PUBLIC

    RESOLVED:

    That by virtue of paragraph 1 of Part I of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the item referred to in Minute 5 and 6 below.

5. APPOINTMENT OF DEPUTY DIRECTOR (CHILDREN AND FAMILIES)

    The Panel considered confidential details of the short-listed candidates for the post of Deputy Director (Children and Families) in the Children's Services Department. They received a presentation from the Recruitment Consultants' Occupational Psychologist prior to interviewing the candidates. After full consideration it was

    RESOLVED:

    That the Cabinet be advised that the Panel was unable to recommend an appointment and the post would therefore be advertised externally.

6. APPOINTMENT OF DEPUTY DIRECTOR (EDUCATION SERVICES)

    The Panel considered confidential details of the short-listed candidate for the post of Deputy Director (Education Services) in the Children's Services Department. They received presentations from the Recruitment Consultants' Occupational Psychologist prior to interviewing the candidate. After full consideration it was

    RESOLVED:

    That the Cabinet be advised that the Panel is minded to make the following offer:-

    Deputy Director (Education Services) - Mr John Clarke.
