The following decisions are sought:
3.1 Approve the use of the Synetrix contract for the South East Grid for Learning (SEGfL) Phase 2 for the purchase of corporate Hampshire (& IOW) Public Services Network (HPSN) broadband services by the County Council.
3.2 Permission to optionally extend the Unisys HPSN contract by up to 3 years (Nov 2009).
These decisions support the ongoing provision of HPSN services. They aim to provide best value and flexibility in supply. Purchase of services from either Synetrix or Unisys will be made by departments within their ongoing financial plans (funding is not requested here).
4. Reasons
Detailed information is given in the accompanying confidential report.
4.1 Purchase of broadband services from Synetrix
· The Synetrix SEGfL Phase 2 contract has been approved for County Council use by the Chief Executive's Legal Section.
· Synetrix' services are a good fit with HPSN.
· Synetrix' good value has been proven in the recent EU SEGfL competitive tender.
4.2 Unisys contract extension
· The Unisys HPSN contract contains provision for a 3 year extension (currently expires Nov 2006).
· The network performs well and is effectively managed.
5. Other options considered and rejected
5.1 Alternative to using Synetrix
Continue to use the Unisys contract until expiry in November 2006 (or beyond with an extension) without realising any advantages which Synetrix can offer.
5.2 Alternative to a Unisys contract extension
No alternative exists for voice and many of the other HPSN services provided by Unisys short of a full re-tender for these services.
