1. Introduction
1.1 This report presents details of applications received for Two for One partnership funding from a group planning to organise an arts project for Hampshire residents.
1.2 At the last decision day on 14 July 2005 it was reported that the money allocated for the grants scheme for 2005/06 had been used up. Whilst the grants scheme has not been publicised since then, Two for One grants are an important element of the funding programme and therefore the Two for One application that has been recevied in this period is being put forward for consideration. The details of the application is attached in Appendix 2.
1.3 The County Council continues to run the Two for One Award Scheme, a very successful initiative that fosters a positive relationship between business and the arts as well as making the grant funding stretch further. The scheme works by matching new sponsorships valued between £200 and £500 and provides a useful incentive to arts organisations to find more sponsors. This also encourages more local businesses to sponsor the arts in Hampshire. The application for this scheme is detailed in Appendix 2.
2. Legal Implications
2.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expendient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the development and improvement of the knowledge, understanding and practice of the arts.
3. Financial Details
3.1 The financial details of the various arts grants schemes are set out in Appendix 1. The full grants budget was allocated at previous meetings. However, due to management of a staff vacancy an additional £1,850 was available. £1,500 of this was awarded as partnership funding in July 2005 leaving £350.
3.2 The Two for One grant application is for match funding at £500. This report requests the allocation of the remaining £350 and approval of an overspend of £150 which can be found through management of the vacancy.
4. Project Partnership Funding
4.1 No applications are being processed at this meeting.
5. Two For One Award Scheme
5.1 Applications for £500 have been received and the details of these are shown in Appendix 2. These awards can be made retrospectively for arts events where an organisation has attracted first time sponsorship from a company. It is recommended that a full matching amount be allocated to these applications due to the great success of this scheme in attracting revenue funding for the arts.
6. Impact Assessment
6.1 No groups or organistions should be excluded from any benefit arising from these decisions. A new application procedure is due to be introduced from 2006/07 which will include equalities monitoring information as agreed as part of the corporate review of grants programmes and procedures.
Recommendations
That funding totalling £500 for the following Two for One partnership funding be approved.
