1. Summary

1.1 This report details the programmes for:

    (i) Street Lighting;

    (ii) Regeneration of Older Urban Areas;

    (iii) Bridgeworks;

    (iv) Intelligent Transport Systems;

    (v) Pedestrian Crossing Programme; and

    (vi) Development Related Works.

2. Street Lighting

    Maintenance Contract 2002/2007

2.1 The maintenance contract continues to provide over 99% of all street lights on at any one time with performance levels improving since the change from `calendar' to `working' days. It is not possible to be more precise at present due to the commissioning time for the new computer system.

2.2 The partnership arrangement has now been in place for six months. There have been some changes to the assessment of the contractor's performance, such as changing the method of time measurement from `calendar' days to `working' days and reducing the number of days to complete works in general. The new arrangements have split the original Street Lighting Team into two new groups with the Contract Delivery Team located mainly at Cosham working alongside the Contractor and the Corporate Management Team at Winchester dealing with public interface, probity and audit, as well as the management of the Community Safety Initiative, new works and the Column Replacement Programme.

    Energy

2.3 Following the start of the new supply contract in April 2004, consumption has tended to rise at a slightly higher rate than expected but still within budget. The main problem facing the County Council is, however, the prospective increase of 70% plus in energy costs in April 2006 when a new supply contract will be required.

    New Computer System

2.4 The new street lighting computer management system Deadsure, designed to monitor the street lighting maintenance contract, became operational on 10 February 2005. The new system was required as the previous system, SLIMs, was mainframe-based and the mainframe was switched off at the end of March 2005. There are still a number of problems to resolve, particularly as regards data and reports, but the inclusion of the street lighting GIS database and the expectation of the web browser and mobile field based operational returns make this an innovative system for the future.

    Column Replacement Programme 2005/06

2.5 A £1.8 million programme of work is planned for 2005/06 and commenced in late March 2005. The programme for the Fareham area is as follows:

    Community Safety Initiative 2005/06

2.6 The programme for 2005/06 which will be completed prior to the end of the financial year is as follows:

    Drift Road/Shore Road footpath - 4 columns

    Hewetts Rise/Pitchponds Road footpath - 2 columns

    Barnwood Road, outside number 26 - 1 column

    Duncan Road Station Approach - 4 columns

    Wicor Path - 2 columns

3. Regeneration of Older Urban Areas

    Shore Road, Warsash

3.1 The main contractor has been appointed and work has commenced. Discussions have taken place with members of the local community about the programming of the work in order to minimise disturbance.

    Town Quay, Fareham

3.2 A joint consultation looking at the potential of the Town Quay waterfront area is currently being undertaken in partnership with Fareham Borough Council. Programmed to end in September, the consultation draws attention to issues which have been identified in the site analysis including the environmental impact of high levels of traffic passing close to the site. Options are also being investigated for improvements to the land adjacent to the A27/A32 junction at Quay Street roundabout in light of a major planning application for a nearby brownfield site.

4. Bridgeworks

    General

4.1 The Bridges Section of the Environment Department is responsible for all existing county highway structures, together with new structures built as part of road works, housing and industrial schemes. This covers inspection, maintenance, replacement, load assessment and strengthening.

4.2 Raynesway Construction Southern (RCS) carry out most maintenance, through a term contract. Some specialist works, such as graffiti removal, and larger schemes, such as bridge replacements, are awarded by tender.

    Funding

4.3 Most work on bridges is capital funded via the Local Transport Plan (LTP), but inspections, routine maintenance and environmental maintenance of subways are revenue funded.

    Load assessment and strengthening

4.4 This programme was brought about by EU legislation that allowed 40 tonne lorries on UK roads from 1 January 1999. The assessments are now complete and strengthening of sub-standard bridges is ongoing.

    Road/rail interfaces

4.5 Following the Selby crash in February 2001, parapets and safety fences at road/rail interfaces, most of which are bridges, have been prioritised. A rolling programme for protective measures has been started that will continue over several years as funding is made available.

    Aluminium parapets

4.6 The Highways Agency has identified that aluminium vehicle parapets made by BACO and installed before 1994 are not to current standards. All such parapets on county bridges were prioritised and RCS completed a contract for their replacement between September 2004 and April 2005. Three bridges, in East Hampshire, Eastleigh and Rushmoor, were omitted from this contract for operational reasons and were carried over to 2005/06. Details for individual bridges are given below.

    Fareham Bridgeworks Programme 2004/05 and 2005/06

    Cams South culvert

4.7 This corrugated steel culvert, on the south side of the Delme Arms roundabout, carries the A27 over the north end of Fareham Lake. The apron and revetment had scour damage and were repaired by Sea Technical Services, a diving/marine engineering contractor, in February/March 2005.

    North Wallington footbridge

4.8 This footbridge carries a footpath over the Wallington River between North Wallington and Broadcut. Because the footbridge restricts the flow of water at times of flooding, its replacement is being discussed with the Village Association.

4.9 The new footbridge will be made of steel and will have a greater water flow area under it. The scheme is to be jointly funded by Hampshire County Council and the Village Association, which is also seeking contributions from Fareham Borough Council and the Environment Agency. It is expected that construction will take place in 2006/07.

    Aluminium parapets

4.10 RCS replaced the parapets on three bridges in Fareham between September 2004 and February 2005 at:

    (i) North Wallington River bridge on Standard Way

    (ii) Gosport Road bridge on Newgate Lane

    (iii) Delme Arms Flyover, A27

5. Intelligent Transport Systems

5.1 The ITS Group of the Environment Department manages the feasibility, design, implementation, operation and maintenance of traffic control and traffic and travel information systems throughout Hampshire. Further responsibility now sits with the ITS group for the monitoring of, and improvement to, the operation of the highway network as a result of the Traffic Management Act.

5.2 The former Executive Member for Environment approved expenditure of £200,000, in the 2005/06 Transport Capital Programme, for extending the implementation of Intelligent Transport Systems (ITS) in Hampshire. Buses operating in the Eastleigh area will be fitted with automatic vehicle location technology so that they can be tracked and incorporated into the county-wide real-time passenger information system (STOPWATCH). The funding will also allow Hampshire and Portsmouth Real-Time Information (RTI) systems to be integrated, allowing bus data and information exchange and the provision of real-time information on services in the Havant, Gosport and Fareham areas. This information will be provided on electronic displays at bus stops and via the internet and mobile phones.

5.3 The continuing development of the Hampshire Traffic and Travel Information Centre (TTIC) in Winchester has enabled a number of systems to be deployed and operated in Hampshire. Collectively these applications help provide improved traffic and travel information and contribute to the delivery of the County Council's transport policies. The provision of timely and accurate information can help reduce congestion, manage incidents and improve accessibility. The funding will allow further improvement to the central systems in the TTIC, enhancing information collection and outputs. The work will also provide the basis for developing tailored and personalised journey planning and travel information.

5.4 Progress on schemes in 2005/06 within Fareham is as follows:

      (i) New Puffin crossing at Highlands Road near Hillson Drive, Fareham, detailed design complete and Project Appraisal scheduled for October.

      (ii) A27 corridor - See paragraph 6 for details but ITS works include a new Toucan crossing at Southampton Road, near Lower Church Road, Fareham (a detailed design is now complete), and a new Toucan crossing at Southampton Road near Telford Way, Fareham.

      (iii) Works to integrate with Portsmouth City Council's Real-Time Passenger Information (RTPI) system for the tracking of buses along the A32 are taking longer than initially anticipated and are still ongoing. Following integration, approximately 16 new style displays will be installed in bus shelters on the Fareham/Gosport Peninsula. Each sign can show multiple bus departures and graphical representation of each route. A prototype has already been successfully tested on site.

6. Pedestrian Crossing Programme

    A27 Southampton Road/Lower Church Road, Locks Heath - Toucan Crossing

6.1 This scheme aims to provide a Toucan crossing on the A27 Southampton Road near the junction of Titchfield Park Road, Locks Heath. The scheme includes local off-road cycle facilities between Titchfield Park Road and Primate Road, in addition to the existing pedestrian facilities. The provision of these facilities will help remove the barrier effect of the A27, which separates the residential and commercial areas located on either side of the route. To ensure safe operation of the crossing, the proposal includes the provision of new speed limits on the A27 between Segensworth Roundabout and Southampton Hill, Titchfield.

6.2 A preliminary design of the proposal has been completed, and includes the provision of a 40 miles per hour (mph) speed limit on the A27 together with supporting speed management measures, consisting of revised road marking layouts and traffic islands, to help encourage compliance with the new speed limit. The modification of the speed limits include the extension of the existing 50 mph speed limit at Segensworth Roundabout towards Fareham by 220 metres to the end of the first section of dual carriageway. The revised road marking layouts include the reduction of the section of Fareham bound dual carriageway from two lanes to one, on the approach to the crossing near Titchfield Park Road. The Park Gate bound side of the dual carriageway remains unchanged with one traffic lane.

6.3 The impact of these proposals has been considered in terms of traffic capacity and whilst there may be a limited negative effect at peak times, any short queues resulting from use of the crossing will quickly disperse. The proposals are supported by the local Member, traffic management officers and the Police. Advertising of the Traffic Regulation Orders for the new speed limits was undertaken in mid August. A project appraisal report will be considered by the Executive Member for Environment: South Hampshire and Resource Management in November 2005 and, if approved, construction work is expected to commence early in 2006.

    A27 Southampton Road/Telford Way, Park Gate - Toucan Crossing

6.4 Proposals are being considered to provide a Toucan crossing on the A27 Southampton Road, east of Telford Way. The crossing is intended to form a pedestrian and cycle link between the residential and industrial areas separated by the A27 Southampton Road. A cycle link from the A27 Southampton Road via the proposed Toucan crossing to Swanwick Station is currently being investigated, which would utilise the routes recently constructed as part of the residential development between Telford Way and Collingwood Rise. The proposed cycle route will connect to Southampton Road to the south which provides connectivity to Lower Church Road.

6.5 A travel survey has recently been carried out at Swanwick Station and a travel questionnaire has also been sent to residents in the Parkgate area. Separate surveys have been organised by the Park Gate Primary School, which will provide further information about local pedestrian and cycle demands, and help shape this proposal.

6.6 Progression to detailed design in January will be subject to the outcome of surveys, consultations and preliminary cost estimates as these will have an impact on the delivery of this scheme.

7. Development Related Works

7.1 Section 38 Development work currently being undertaken by Hampshire Highways within the Fareham area is detailed in Appendix 1.

    Development off Dickens Drive, North Whiteley

7.2 This development, comprising 215 units, is currently subject to technical approval in September 2005. The units are 1, 2, 3 and 4 bedrooms together with 61 units for affordable housing. The surface water drainage is proposed to be stored in a balancing pond located on the north-east side of the development.

7.3 This proposal will facilitate access to a further development area for approximately 100 units to the north of the site. Roads are being designed to enable a bus service to loop through this development.

    External Funding

7.4 External funding and schemes relevant to that funding controlled by the County Council's Development Control section are detailed in Appendix 2.

        Quay Street roundabout

7.5 A planning application for the old foundry site has been received from Tesco. Although the County Council has been consulted, it will not be registered until revised transport proposals are put forward with a Traffic Impact Assessment and an Environmental Impact Assessment (EIA) has been submitted. The Transport Consultants working on behalf of Tesco are undertaking further work on Quay Street Roundabout as the initial scheme put forward was considered unacceptable by the County Council. Highways Development Control, along with Fareham Borough Council are unable to make any further progress on the proposals until these documents have been submitted and the application registered.

8. Impact Assessments

8.1 This report provides a position statement only, therefore an impact assessment, in terms of the Race Relations (Amendment) Act has not been undertaken.
