AT A MEETING of the REGULATORY COMMITTEE B - SCHOOL TRANSPORT APPEALS PANEL held at The Castle, Winchester on 22 September 2005.

1. APPOINTMENT OF CHAIRMAN

RESOLVED:

That Councillor J.V. Bryant be appointed Chairman.

2. DECLARATIONS OF INTEREST

    Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.


3. SCHOOL TRANSPORT APPEAL : MICHELDEVER STATION TO MICHELDEVER C.E. PRIMARY SCHOOL

    The Committee considered the report of the Director of Environment (Item 4 in the Minute Book) concerning the walking route between Micheldever Station and Micheldever C.E. Primary School. The Committee also considered deputations by Mrs Rimington and Mrs Wandless expressing concerns about the safety of the walking route between their homes and Micheldever C.E. Primary School and representations in support of the appeal from Councillor Jackie Porter, the local County Councillor, and the Headteacher of the school together with written information from the appellants.


    The Panel then considered all the evidence they had received. Having carefully examined the route and weighed all the arguments, the Panel:

RESOLVED:

    That the appeal be allowed on the grounds that the section of road from where it veered away from the railway line for approximately 200 yards generally southwards to a point north of Northbrook Dairy House was not available either accompanied or unaccompanied, this length having tall hedges and no verges on either side.
