AT A MEETING of the REGULATORY COMMITTEE B - SCHOOL TRANSPORT APPEALS PANEL held at The Castle, Winchester on Wednesday 28 September 2005.

1. APPOINTMENT OF CHAIRMAN
RESOLVED:
That Councillor A. Weeks be appointed Chairman.
2. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

SCHOOL TRANSPORT APPEAL : AVINGTON TO ITCHEN ABBAS PRIMARY SCHOOL
The Committee considered the report of the Director of Environment (Item 4 in the Minute Book) concerning the walking route between Avington and Itchen Abbas Primary School. The Committee also received a deputation by Mr G. Melling expressing concerns about the safety of the walking route between Avington and Itchen Abbas Primary School and considered representations in support of the appeal from Councillor Jackie Porter, the local County Councillor, and the written information provided by Mr Melling and his partner Carol White.
The Panel then considered all the evidence they had received. Having carefully examined the route and weighed all the arguments, the Panel
RESOLVED:
That the appeal be allowed on the grounds that the section of the minor road C19 from the bend just west of its junction with Road U179 to a point immediately before the second bridge towards the junction Road C19 with Road B3047 is not available unaccompanied or accompanied by reason of poor visibility.
