REPORT OF THE
POLICY AND RESOURCES SCRUTINY AND SELECT COMMITTEE
ANNUAL REPORT AND WORK PROGRAMME 2005-06
1. This has been a transitional year for the Policy and Resources Scrutiny and Select Committee. They have completed the first scrutiny inquiry in "Select Committee" mode, relating to the prevention and management of risk with children and young people. The recommendations emanating from that inquiry were adopted by the County Council in July and referred on to Cabinet for implementation.
2. The Committee has developed a work programme for the forthcoming year and expects to look at the following topics:
· The future role and development of Project Integra
· Information and communications technology: charging, procurement and value for money
· The impact of Accredited Community Safety Officers
· Affordable housing for key workers - review of the pilot scheme
· Budget planning and monitoring
The above topics all represent corporate or cross-cutting issues which fall within the Committee's ambit.
3. The Committee will also coordinate its own work programme with those of the other four Policy Review Committees with a view to achieving output which will benefit the Hampshire Community.
4. The Committee anticipates an ongoing role for itself in areas such as best value, performance and efficiency. There may also be other corporate issues which emerge from time to time where it is sensible for the Policy and Resources Scrutiny and Select Committee to respond, for example the recent review of the effects of climate change on the County Council's coastal landholdings, where they gave advice to the Executive Member for Policy and Resources.
5. The summary set out in this report supports all six aims of the County Council's Corporate Strategy by providing an effective framework for scrutinising the County Council's operations.
