1. Summary
1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.
1.2 The table below shows the county-wide improvement programmes that are applicable, and identifies the funding allocation made from the Local Transport Plan (LTP) for the 2005/06 year. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2005/06 Environment Capital Programme, as approved by the Executive Member: South Hampshire and Resource Management in September 2005, for implementation in the Rushmoor area. These are summarised in the attached appendix. The report also provides a progress update on schemes started in earlier programmes which were incomplete at the last Panel meeting.
1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure. In addition, schemes may receive external funding (EF) from developers or other contributors.
2. Transport Capital Schemes - 2004/2005
A327 Summit Avenue, Farnborough - Cycle/Pedestrians - £100,000 LTP £220,000 EF
2.1 Implementation of a shared cycle/pedestrian route along the A327 Summit Avenue in order to improve safety for pedestrians and cyclists, both residential and business. The scheme is expected to be completed by October 2005.
North Camp, Farnborough - Traffic Management - £120,000 LTP
2.2 The scheme involved a traffic management trial in the area in order to reduce non-essential traffic and high vehicular speeds, making it safer for local residents. The trial consisted of making Park Road one-way, with build-outs, defining residential parking and speed reducing measures. Following further monitoring and consultation the scheme will be made permanent, with completion expected October 2005.
Highway Improvements West Aldershot - £200,000 EF
2.3 A combination of initiatives aimed at improving the area in terms of safety, accessibility and sustainability. This included the pedestrianisation of Upper Union Street, introduction of traffic calming measures in the local vicinity, additional parking (with time limits), relocation of a crossing point, and the implementation of a shared cycle/pedestrian route. The scheme was completed in August 2005.
A323 Ash Road, Aldershot - Traffic Management - £250,000 LTP
2.4 The scheme included the addition and relocation of crossing points, improvements to bus stops, the widening of footways, changes to the highway layout, the upgrading of a Zebra to a Puffin crossing, and the resurfacing of Ash Road. Work was completed in September 2005.
3. Transport Capital Schemes 2005/06
A325 Farnborough Gate Cycles - Final Phase - £50,000 EF
3.1 The scheme will complete the missing link in the Rushmoor Cycle Route which currently exists between the Farnborough Gate Retail Park and the Surrey boundary in the direction of Frimley Rail Station. Works are expected to start in early 2006.
Farnborough District Cycle Parking - £24,000 EF
3.2 Additional cycle parking will be provided at 14 sites across Farnborough which have been found to have high levels of cycle usage but no formalised parking. The scheme will provide safe and secure formalised parking facilities and help to promote cycling; it is expected to be completed in November 2005.

3.3 These schemes are reported elsewhere on the agenda as part of the Passenger Transport report.
Old Trunk Road, Farnborough - Flood Alleviation - £14,000 LTP, £65,000 EF
3.4 This scheme aims to remove the risk of flooding in the underpass on Trunk Road, which can cause a long detour for its users. This will be done by raising the existing ground level by 600 millimetres, creating drainage gullies to the sides. Water collected at these points will be expelled through new drainage pipes which will link in with existing drainage points on Fleet Road. Safety measures will include lighting in the underpass, guard railing to remove user slippage into the drainage gullies and an extension to the existing 30 miles per hour speed limit on Fleet Road to encompass this point. Subject to Executive Member for Environment: North Hampshire and Spatial Strategy approval, work is expected to start in February 2006.
Summit Avenue, Farnborough - Toucan Crossing - £50,000 EF
3.5 This scheme is to complement the Summit Avenue pedestrian/cycle scheme with a Toucan crossing. The crossing will be located at the eastern end of Summit Avenue, to enable safe and convenient passage for the large number of pedestrians who cross the road at this point. Work is expected to be completed this autumn.
3.6 The scheme is reported elsewhere on the main agenda as part of the Other Highway Related Programmes report.
4. Impact Assessments
4.1 As this report provides a position statement only on the progress of schemes in the Capital Programme an impact assessment, in terms of the Race Relations (Amendment) Act, has not been undertaken. Such impact assessments are normally reported in the project appraisal prepared for each scheme.
