1. Summary
1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.
1.2 The table below shows the county-wide improvement programmes that are applicable, and identifies the funding allocation made from the Local Transport Plan (LTP) for the 2005/06 year. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2005/06 Transport Capital Programme, as approved by the Executive Member for Environment: South Hampshire and Resource Management in September 2005, for implementation in the Hart area. These are summarised in the attached appendix. The report also provides a progress update on schemes started in earlier programmes which were incomplete at the last Panel meeting.
1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure (SCE). In addition schemes may receive external funding (EF) from developers or other contributors.
2. Transport Capital Schemes - 2004/05
A30 Blackwater Pedestrian Enhancements £60,000 EF
2.1 The work to improve the footway between the Blackwater railway station and the A30 Kings Parade bridge together with the alteration of the traffic signal phasing at the A30/Kings Parade/Vicarage Road has just been completed. The new signals and phasing will improve traffic safety by ensuring that all junction arms are free of opposing traffic conflict.
3. Transport Capital Schemes 2005/2006
Fleet Town Centre Improvements £400,000 LTP £2,475,000 EF
3.1 These pedestrian and traffic management improvement works started in August and are likely to continue for 38 weeks with an extended Christmas break from 18 November to 3 January. This is to ensure minimal inconvenience to local business and shoppers. The expected completion date is to be April 2006.
B3272 Corridor, Yateley £200,000 LTP
3.2 This scheme is reported elsewhere on the agenda as part of the Other Highway Related Programmes report.
North Hampshire Transport Strategy Bus Infrastructure and Improvements, Yateley Route 3 £200,000 LTP
3.3 This scheme is reported elsewhere in the main agenda as part of the Passenger Transport report.
North Hampshire Transport Strategy Village Initiatives £60,000 LTP - includes North Warnborough/Odiham B3349/C94 Farnham Road
3.4 The development and consultation for traffic calming in North Warnborough and Odiham continues with the Parish Council. The Dunleys Hill, North Warnborough and roundabout improvements will add benefits to the community, the effects of which will need to be realised before progressing further traffic calming measures.
4. Other Schemes
Dunleys Hill, North Warnborough, Roundabout Improvements £250,000 EF
4.1 Improvements to the layout of the existing roundabout and the provision of a toucan crossing on Dunleys Hill have been designed for a project appraisal to be approved. This scheme will be added to the capital programme when the outstanding developer funding has been secured.
5. Impact Assessments
5.1 As this report provides a position statement only on the progress of schemes in the capital programme, an impact assessment, in terms of the Race Relations (Amendment) Act has not been undertaken. Such impact assessments are normally reported in the project appraisal report for each individual or package of schemes.
