1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for pedestrian and speed management improvements on the section of Stockbridge Road, Winchester, between Littleton Road and Stoney Lane, to be externally funded at an estimated cost of £83,000, be approved.

2. Reason

2.1 This decision supports Aims 2 and 5 (Stewardship of the Environment and Improving Services) of the Corporate Strategy by improving conditions for pedestrian and cyclists in the vicinity of Harestock Corner, and by improving speed management along Stockbridge Road between Littleton Road and Stoney Lane.

3. Other Options Considered and Rejected

3.1 Five other options were considered for the junction, including roundabouts, a double mini-roundabout, a traffic signal controlled junction and signal controlled pedestrian crossing. These were rejected in favour of the final scheme for several reasons, including safety, land requirements, environmental impacts, the felling of mature trees and the requirement to maintain the semi-rural nature of the junction.

3.2 The members of the working group requested that a signal controlled pedestrian crossing be installed to assist pedestrians to cross Stockbridge Road. A PV2 survey was carried out in January 2004 but the results were substantially below the threshold for controlled crossing provision.
