1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for the installation of Intelligent Transport Systems to implement elements of the county-wide contract for the provision of STOPWATCH real-time bus information and improvements to the traffic and travel information service, at an estimated cost of £230,000, be approved.

2. Reason

2.1 This decision supports Aims 2 and 5 (Stewardship of the Environment and Improving Services) of the Corporate Strategy by implementing the county-wide contract for the provision of STOPWATCH to further enhance traffic and travel information services. The proposals are consistent with Local Transport Plan 2 and the Intelligent Transport Systems Deployment Strategy.

3. Other Options Considered and Rejected

3.1 Consideration was given to implementing CCTV network monitoring and traffic information Variable Message Signs in the Eastleigh area. It is felt these works should be deferred to form part of the broader network for monitoring congestion and air quality management measures as proposed in Local Transport Plan 2.

3.2 The information the project will provide on bus punctuality could be collected by manual surveys. However such an approach would not be able to provide such comprehensive or reliable information and is costly both in terms of resources to analyse the data and in terms of revenue expenditure to conduct the surveys.
