1. Summary

1.1 The following decision is sought:

That the attached Project Appraisal for the installation of a Puffin crossing on Highlands Road, Fareham, at an estimated cost of £70,000 subject to amendment of the Capital Programme, be approved.

2. Reason

2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by improving pedestrian safety, particularly for those with disabilities, the elderly and children, encouraging walking and promoting links between community facilities including schools.

3. Other Options Considered and Rejected

3.1 Alternative types of crossing are not appropriate in this case. The crossing needs to accommodate various pedestrian users from the locality, and also to control traffic flows to enable them to cross in safety.
