    To consider the report of the Director of Environment on a project appraisal to carry out the A33 Ringway and Popley Way junction improvements, Basingstoke.

6 A3 PORTSMOUTH - WATERLOOVILLE - HORNDEAN PUBLIC TRANSPORT PRIORITY CORRIDOR PROJECT PROGRESS REPORT, SECTIONS 4 AND 5 WATERLOOVILLE TO HORNDEAN PROJECT APPRAISAL (Report herewith)

    To consider the report of the Director of Environment on a project appraisal for Section 4 Waterlooville to Cowplain and Section 5 Cowplain to Horndean of the A3 Bus Priority Corridor; and conversion of the footway on the western side of the A3 London Road/Portsmouth Road (between Durley Avenue, Cowplain and Catherington Lane, Horndean) to a footway/cycleway.

7 AUTHORITY TO TENDER: SITE INVESTIGATION WORK AND ASSOCIATED LABORATORY TESTING (Report herewith)

    To consider the report of the Director of Environment recommending the approval to tender of a three year framework arrangement providing Site Investigation Work and Associated Laboratory Testing to the Environment Department's Engineering Consultancy based Geotechnical Section.

8. CONSTRUCTION RELATED PROCUREMENT INITIATIVES IN THE ENVIRONMENT DEPARTMENT (Report herewith)

    To consider the report of the Director of Environment detailing the procurement initiatives proposed to be taken forward by the Environment Department.

9 WEST TYTHERLEY C OF E PRIMARY SCHOOL (Report herewith)

To consider the report of the Director of Property, Business and Regulatory Services on a building design project appraisal for a classroom extension to replace temporary accommodation at this school.

10. STRATEGY FOR THE BUILT ESTATE (Report herewith)

To consider the report of the Director of Property, Business and Regulatory

Services detailing progress made against the Strategy for the Built Estate.

11. REVENUE AND CAPITAL REPAIRS 2005/06 - SIX MONTHLY REVIEW (Report herewith)

    To consider the report of the Director of Property, Business and Regulatory Services updating Members on the current financial position for revenue and capital repairs and the New Deal for Schools (NDS) condition funding. In addition the report updates Members on the new contract arrangements for the supply of electricity to large sites.

12 SERVICES TO SCHOOLS (Report herewith)

    To consider the report of the Director of Property, Business and Regulatory Services detailing the approach being taken in developing landlord's services to schools during the period leading up to the renewal of the Service Level Agreement (SLA). The report also details proposals for an improvement plan for secondary schools as a result of a recent externally conducted research.

13. PROCUREMENT INITIATIVES (Report herewith)

    To consider the report of the Director of Property, Business and Regulatory Services detailing an interim review of arrangements for the current financial year of all present initiatives, including the Framework for Major Schemes and other Strategic Partnerships. The report also puts forward a number of new initiatives, which it is proposed are introduced over the remainder of the year.

14. CORPORATE PROCUREMENT ISSUES - GOVERNMENT PROCUREMENT CARD AND ELECTRONIC AUCTIONS

    To consider the report of the Director of Property, Business and Regulatory Services highlighting the benefits and recommending the use of the Government Procurement Card (GPC) which will streamline the purchasing process for catering supplies. The report also seeks approval to run up to four electronic auctions on a pilot basis to assist with developing procedural guidance and to assess the impact on Contract Standing Orders.

15. ASSET MANAGEMENT PLANS - SCHOOLS AND THE NON EDUCATION PORTFOLIO (Report herewith)

    To consider the report of the Director of Property, Business and Regulatory Services on the approach being taken to develop the Education Asset Management Plan (AMP) and the achievements to date.

RECOMMENDATION:

That, by virtue of paragraph 9 of Part I of Schedule 12A of the Local
