Additional Proposals
In-Tech Building, Winchester - refurbishment and conversion to office use
Approval to refurbish the former In-Tech building in Winchester to provide office accommodation for Trading Standards when their current lease expires in March 2007 was approved by Executive Member , Policy and Resources on 14 April 2005. A funding envelope of £700k was identified (of which £300k has been approved within the 2005/6 Capital Repairs allocation) and it is now proposed to develop the scheme with Richardsons (Nyewood) Ltd to ensure that it meets the required timescale and agreed budget, with a view to negotiating the contract for the works. Richardsons have successfully undertaken a number of schemes for the Council, including the recent 12 classroom extension to Kings School which is adjacent to the In-Tech site, and have confirmed that they have the resource available to commit to this scheme.
Fire Alarm and Emergency Lighting works at older persons homes
Proposals to install new fire alarm systems and emergency lighting at three older persons homes, Addenbrooke in Gosport, Thurlston House in Fleet and Stocklands in Calmore, have been prepared and are included for approval elsewhere on the agenda. It is proposed to negotiate the contracts for these works with Prestige Fire Protection, at Addenbrooke and Thurlston House, and Southern Fire Alarms Ltd (SFA) at Stocklands. These contractors are on the register of approved contractors and are also the specialist subcontractors for fire alarm maintenance at the respective premises under the term engineering contracts. The contractors therefore have knowledge of the sites, are used to working in occupied premises and are aware of the particular health and safety requirements, especially working with asbestos. There is also a sound basis to negotiate as a result of recent competitive tendering: Prestige Fire Protection are currently undertaking fire alarm installation work, won through competitive tender, at four secondary schools, whilst SFA has successfully secured five secondary school fire alarm projects through competitive tender this year, which have been completed to programme and on budget.
Portchester School - SAI works, Science laboratory refurbishment and Dance Studio
A package of improvement and refurbishment works is currently being assessed, which includes:
· SAI works, including the provision of a new fire evacuation lift
· Refurbishment of 2 science laboratories
· Provision of a new dance studio
· Car park resurfacing
The total value of the works is in the region of £600k (including fees).
Given the nature of the works and the fact that the works are spread across the site, it is proposed to employ one contractor to undertake all of the works to avoid any possible health and safety conflicts and minimise disruption to the school. It is proposed to negotiate the package with Brymor Contractor Ltd who have recently undertaken similar SAI works at Portchester and at the nearby Brookfield Community School. The contractor's project team has worked well with the building users and the design team and the contractor has the resources available in the required timescale. There is a requirement to undertake the lift works in an earlier timescale and early engagement with a preferred contractor to resolve the programme interdependencies in advance is the preferred procurement route.
Park Community School
It is proposed to negotiate a Prime Cost contract with Nolan Davis for work required to Park Community School following major flooding in August 2005, in order to ensure the earliest possible start on site and the necessary resources are available to meet the likely timescale for the work and to engage with an experienced preferred contractor regarding the programming and sequencing of the work so as to minimise disruption to the school. The estimated value of the works is approximately £150k.
Froxfield Infant School
A proposal to provide additional accommodation for two classrooms or a music room and accessible WC at this school has been investigated.
The funding for the work is set at £120,000 and it is proposed to undertake the project through a preferred principal contract who will either be selected from a shortlist of three contractors or on the basis of recent good performance of undertaking similar work. The main superstructure and fitting out of the building will be undertaken by a specialist sub contractor such as Homelodge or equivalent in order to achieve a viable solution within the available funding.
The Rookwood Centre: Alterations Phase II
An initial phase of improvement and alteration work was undertaken last year to convert the former Rookwood school into a building suitable for the Hampshire Music Service. It is now proposed to undertake a further phase of alteration works comprising window replacement and re-roofing with approximate value £90,000. This is a continuation of the works undertaken last year and it s therefore proposed to negotiate a contract with Tew Brothers Ltd who completed the first phase of work as well as previous fire damage reinstatement. Tew Brothers have been involved with the site for some time and have developed a good relationship with the building occupiers and an understanding of their requirements, which will assist in the planning and execution of the works while the building is still occupied. Tew Brothers are also familiar with the specific architectural details which form an essential part of these works.
North Popley archaeological investigation and structural planting
The archaeological investigation of the North Popley site, which includes the site for the replacement John Hunt of Everest secondary school, is being undertaken in phases to suit the timing of the proposed developments. The initial phases of investigation were won by Wessex Archaeology through a competitive best value tender and further mitigation works arising from this initial investigation have subsequently been negotiated with Wessex to ensure continuity. It is now proposed that all remaining archaeological investigation work, as identified in the revised Project Appraisal approved by Executive Member, Policy and Resources in July 2005, is negotiated with Wessex Archaeology who have a thorough understanding of the archaeological significance of landscape.
Structural planting to the ridgeline to the north of the John Hunt of Everest school site was undertaken in Spring 2005 by Kieron Beattie who were successful in a competitive best value tender. This tender included further landscaping works to the new school site which were deferred to accommodate other enabling works. Kieron Beattie have agreed to hold their tender price for these works which will now be undertaken in November 2005, once the enabling works are completed. It is also proposed to negotiate the remaining ridgeline planting with Kieron Beattie to ensure consistency of plant stock and achieve economies in the ongoing maintenance of the landscaping works. The estimated cost of these works is £70,000.
Curdridge Primary School Extension
It is proposed to procure each of this schemes to replace to temporary classrooms and undertake alterations to the existing school on a develop and construct basis through competitive tender to a short list of three preferred contractors. The tender process is likely to involve a two stage process with the scheme being fully developed and finally priced by the successful first stage tenderer. The current estimate for the scheme stands at £610,000.
Wildern School, Virtual Learning Centre
It is proposed to tender this project on a design and build basis to a shortlist of 3 suitable contractors. Final selection may be on a best value basis dependent on the development of the scheme. The current estimated value of this scheme is £675,000.
Trosnant Infant School, Extension
It is proposed to tender these projects on a negotiated design and build basis with Gregory Havant who have successfully undertaken many similar projects for the County Council. The reason for following a negotiated route is primarily to speed up the procurement process so that the spend profile required by the Dfes can be met following the recent decision to commit the scheme. The current estimated value of the scheme is £560,000.
SCOLA Masonry Wall Repairs
A programme of work is being drawn up to deal with important repairs to the brick and rendered blockwork to particular SCOLA Schools. The approximate value of work envisaged for the remainder of 2005/6 is £400k.
It is proposed to undertake this work with two preferred contractors, one who will concentrate on the north of the County and the other will cover the south. The firms will be either drawn from the second framework pilot arrangements currently being tendered or by tendering to a short list of 3 preferred contractors for each package.
Milestones Museum Extension of Maintenance Contract
Since its completion in 2000, Milestones Museum has had in place a five year engineering services maintenance contract with Emcor Facilities Services. This contract operates outside the normal Term Contract arrangements and is due to come to an end in December 2005. Emcor have generally performed well and the client is happy with the arrangement. It is therefore proposed to extend the maintenance contract with Emcor up to 31 March 2007 and, subject to confirmation of funding, extend the scope of the contract to include maintenance of blinds, lifts and relamping. The maintenance of the engineering services will then be integrated into the engineering term maintenance contract arrangements from 1 April 2007.
Second Framework
The tendering is currently underway for a number pilot arrangement prior to setting up a second Framework for the county Council with Principal Contractors to undertake capital works up to a value of £2.5M. The arrangements will be complementary to the major Framework agreement which is now in its third year and will be particularly attractive to SME's.
The tender process for the general alternation works and fitting out works has been amended due to current workload requirements so that 2 firms can be selected form a short list of 5 contractors.
