    West Tytherley C of E Primary School

      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide permanent accommodation to replace existing temporary classrooms will have an immediate benefit for the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

       

    1.1

    West Tytherley Church of England Primary school is located at North Lane, West Tytherley, and is a small, rural village school. There are currently 64 pupils (aged 4-11 years) on roll. The main school buildings are of traditional Victorian/Edwardian construction and it is now proposed to replace existing temporary classroom space with permanent purpose-built classrooms.

    1.2

    The total estimated cost of the scheme to provide both permanent classroom spaces and a range of other significant improvements is £851,000, excluding fees. An allocation of £811,000 excluding fees, has been made from the Education Capital Programme NDS Modernisation Fund (2005/06) for this purpose. The School is making a contribution of £40,000.

    1.3

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

       

    2.1

    It is proposed to extend the school to the southwest of the site and provide two new purpose-built classrooms, ICT, library and group resource areas, CDT/food technology area, headteacher's office and associated storage/office and cleaner's areas. A new entrance will be formed in the link between the original building and the new-build. A second entrance will be located to the west of the new-build, consisting of both stepped and ramped access.

    2.2

    Due to the sloping nature of the site, the school will, of necessity, be at two levels, with the new-build at a higher level to the original school. It is therefore proposed to provide a space for the installation of a lift should this be required at some time in the future.

    2.3

    As part of the scheme it is proposed to demolish the toilet block located to the north of an existing classroom (currently used by Key Stage 2 pupils), thus providing an area to be developed as a secure play/courtyard for Key Stage 1 pupils who will relocate from their temporary accommodation. The Key Stage 2 pupils will relocate to the proposed new classrooms. This arrangement best suits the school in terms of curriculum delivery and access to external play areas.

       

    2.4

    It has been established that there are bat roosts within the roof space of the main school building and the building to be demolished. This has affected the timing of the building works programme to ensure that the bats are not disturbed. Work must not commence until the first week of April and major ground works are to be complete by the end of that month. Demolition can only take place in the early autumn and the work programme will again reflect this. Because accommodation for bats will be lost as a result of the works, a section of the roof of the new-build will be designed to accommodate roosting bats. A licence is required from the Department for the Environment, Food and Rural Affairs (DEFRA) for all works due to the presence of bats.

    Funding and Timing

    3.1

    An allocation of £851,000 excluding fees, has been made in the Education Capital Programme NDS Modernisation Fund (2005/06). The School is making a contribution of £40,000.

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during January 2006, work will commence on site during April 2006 and be completed during November 2006.

    Consultation with Local Member

    4.1

    Councillor Michael Woodhall, the local Member for this area, has been consulted on the proposals within this project appraisal and fully supports the scheme.

    Conclusion

     

    The proposed scheme will provide permanent, purpose-built classroom and administrative facilities, thus facilitating the removal of existing temporary classroom units.

    Recommendation

    That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the design project appraisal for the scheme at West Tytherley CE (C) Primary School, at an estimated cost of £851,000, excluding fees, be approved.

Landlord funded work connected with this scheme

There are no landlord funded works associated with this scheme.

Value of land already acquired for this project

      Part of the development is on land owned by Trustees. The remaining land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      * The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £2,381 per year (£6.29 for each m² of new accommodation). The additional CO² consumption will be 18 tonnes per year.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The school is located in the centre of the village at North Lane, the Parish/School hall being located across the road to the east. The site is bounded to the south by woodland with housing beyond, to the west by the school playing fields/woodland and to the north by housing. Two temporary classrooms are located to the west of the school buildings.

        Area including comparison with local/national standards

        The total site area is 2.1 acres (0.85 hectares). The DfES guideline for a school of this size is 1.69 acres (0.69 hectares).

        Access

        Vehicular and pedestrian access to the school is from North Lane. Contractor's access will be from a private drive to the Norman Court Estate, located on the southern boundary of the site, over which the school has a right of way.

        Existing buildings and temporary buildings

        The existing school buildings are considered to be in good condition for their age and type. There are currently two temporary buildings on site, one of which is in very poor condition and will be demolished, the other is on hire and will be removed on completion of the works.

        Results of trial boreholes

        A site investigation has revealed topsoil and made ground to a depth of 0.4m overlying clay to a depth of 1m and then culver chalk.

        Trench fill foundations are proposed, with suspended beam and block ground floor slabs which will be required due to soil conditions and the steeply sloping nature of the site.

        The buildings have been designed to minimise the impact on the existing retaining wall, but reinforced concrete, waterproof construction will be required at basement level where the building floor level steps up to suit the existing ground levels.

        Mains services position

        It will be necessary to upgrade the main electrical supply to serve the extended school. As part of the scheme, it is proposed to convert from oil-fired boilers to LPG-fired boilers. It is intended that the gas tank which is required will be located underground to reduce the environmental impact and impact on external works areas.

      3 Scope of the Project

        Type of project, layout and facilities provided

        This scheme will provide purpose-built classroom and administrative spaces. The extension will be located to the southwest of the existing school buildings on an area of open space.

        The proposed extension will provide the following accommodation:

        · two classrooms

        · ICT space

        · library/resource space

        · CDT/food tech space

        · headteacher's office

        · administrative office

        · reception area

        · group resource room

        · four pupil toilets/one teachers' toilet

        · accessible toilet/shower

        · boiler room

        · cleaner's store

        Places provided

        This scheme provides 30 replacement places.

      4 The Proposed Building

        Type of construction, finish and appearance

        The new buildings will be of traditional construction in facing brickwork. Timber windows and doors are proposed, with a clay plain tiled roof to match existing.

        Accessible facilities

        It is proposed to provide an accessible toilet and shower within the new accommodation.

        It is also proposed to provide a new ramp with stepped access and handrail to the front of the school.

        Due to a significant level change within the school buildings, a space has been identified for the installation of a lift, if required at a future date should a particular pupil or staff member require it.

        Heating and ventilation systems

        It is proposed to replace the existing boiler plant with new as part of this scheme. The new boiler system will be configured to serve the new extension and the existing building. The heating system will be a combination of underfloor heating and radiators.

        Mechanical ventilation will be provided to all toilet areas, with the majority of occupied spaces being ventilated via natural means.

        Hot and cold water systems will be upgraded/replaced to serve the new extension and existing school building.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        There are no changes to the existing car parking arrangements.

        Landscape proposals

        It is proposed that any trees lost as a result of the proposed works will be replaced and enhanced. Existing trees are to be protected with protective fencing to ensure they are not damaged during the course of construction.

        Proposed tree and shrub planting will comprise a mix of locally indigenous species, primarily located around the boundaries, with some herbaceous species around the edge of the proposed new building and within the courtyard area.

        Situation on site and environmental impact

        The proposed extension will be located to the northwest of the school site on an area that is screened from the road by woodland. The scheme facilitates the removal from site of two temporary buildings.

        It has been established that there are bat roosts within the roof space of the main school building and the building to be demolished. Expert advice has been sought on this issue and the design of the extension will incorporate a section of the roof to accommodate roosting bats. A licence is required from DEFRA for all works.

      6 Planning

        A detailed planning application was submitted during August 2005.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
