Summary
1.1 This report makes recommendations in respect of the County Council's appointment of supporting elected Members to the Hampshire Strategic Partnership (HSP), and to the Local Strategic Partnerships (LSPs) and Crime and Disorder Reduction Partnerships (CDRPs) for each District..
1 Background
1.1 The duty in the Local Government Act 2000 for local authorities to prepare community strategies with partners has been progressed in Hampshire, through the establishment of Local Strategic Partnerships in each District, and a Strategic Partnership for the County (HSP), consistent with Government guidelines.
1.2 The Crime and Disorder Act 1998 led to the establishment of a statutory Crime and Disorder Reduction Partnerships (CDRPs) in each District (often termed "Community Safety Partnerships") which often have a close link to the more recently formed LSPs.
1.3 The previous Elected Member for Community Development and Regeneration has been supported through the appointment of supporting elected Member representatives on each of these partnerships, alongside supporting Officers. The elected Member representatives for a District LSP has previously been consistent with the CDRP representative.
1.4 Appendix 1 provides a District breakdown of elected Members with some basic details to assist in identifying LSP/CDRP representatives.
1.5 All district LSPs/CDRPs have steering group meetings which require HCC Member and officer representation, usually the terms of reference for these partnerships require the attendance of 1 Member and 1 officer, however in the case of Eastleigh LSP the requirement is for 2 Members and 2 officers.
1.6 The County Council has traditionally been represented on the Hampshire Strategic Partnership by the Executive Member for Community Development and External Affairs, and also by the leaders of the opposition parties.
2 Recommendations
2.1 To appoint County Councillors to support the Executive Member for Community Development and External Affairs on:
· The Hampshire Strategic Partnership
· Each District LSP and CDRP
