Progress Update on Schemes in the Capital Programme

1. Summary

1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.

1.2 The table below shows the county-wide improvement programmes that are applicable, and identifies the funding allocation made from the Local Transport Plan (LTP) for 2005/06. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2005/06 Transport Capital Programme, as approved by the Executive Member for Environment: South Hampshire and Resource Management in September 2005, for implementation in the Test Valley area. These are summarised in the attached appendix. The report also provides a progress update on schemes started in earlier programmes which were incomplete at the last Panel meeting.

1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure (SCE). In addition schemes may receive external funding (EF) from developers or other contributors.

2. Transport Capital Schemes - 2004/05

    A3057 Greatbridge Road, Romsey Low Bridge Warning System £130,000 LTP

2.1 Completed April 2005

    Castle Lane Junction With Templars Way, Knightwood

    Foxcotte Road/Charlton Road/Hatherden Road - Traffic Management £370,000 LTP

    Romsey Route 15 QBP - Bus Infrastructure Improvements £100,000 LTP, £50,000 EF

    Winchester Road, Andover - Footways £50,000 EF

    North Baddesley-Rownhams Cycle Route £400,000 LTP

2.6 Out to tender September 2005 with works now expected to commence November/December 2005. During the course of the design process various problems have been identified along the route, each of which has had to be individually addressed. This has culminated in a delay to the commencement of the main works on this scheme. The discovery of Japanese Knotweed at various points along the route required specialist treatment. Handling and disposal of this highly invasive plant is a extremely difficult process. A controlled treatment programme commenced in early spring and will continue into the autumn with disposal taking place during the construction phase of the scheme.

2.7 The stability of the embankment in some areas along the route has also caused difficulties. Additional geotechnical survey work has been necessary to clearly identify the situation and an appropriate solution agreed to address the problems.

3. Transport Capital Schemes 2005/06

    New Footways, The Wallops (Footway Links on B3784 opposite Old Stockbridge Road, Grateley) £30,000 LTP

3.1 Completed April 2005, this scheme completes the missing footway link on the B3784 opposite Old Stockbridge Road in Grateley.

    A3090 Winchester Road/Cupernham Lane, Romsey - Traffic Signals - £200,000 LTP, £100,000 EF

3.2 Scheme under review.

    A343 Newbury Road, Andover - Puffin Crossing and New Footway Links £155,000 EF

3.3 This scheme involves the installation of a new Puffin crossing and construction of new footway links along the eastern side of the A343 Newbury Road linking Smannell Road. It also incorporates the relocation of the bus lay-bys and stops with a reduced width carriageway on the northbound lane of Newbury Road close to the Enham Arch, Andover. The crossing is to be located immediately north of the Enham Arch railway bridge and will serve the existing footpath which runs parallel to the railway line and the new footway link. The crossing is close to the Tesco Superstore and other retail outlets and will serve a large area for people of all ages. Works are planned to commence October 2005 and last for 10 weeks.

    Andover Cycles and Pedestrians: London Street to Newbury Street - £150,000 LTP, £50,000 EF

3.4 This scheme forms an important link between the town centre routes and the eastern side of the town. Engineering design work is being carried out by Test Valley Borough Council with a start on site expected early in 2006.

    Andover Cycles and Pedestrians: Andover Station to Town Centre - £340,000 LTP, £10,000 EF

3.5 Tender awarded to Caroway, works started early September 2005 for a duration of 12 weeks.

    Andover Quality Bus Partnership (formerly Andover-Salisbury QBP) - £100,000 LTP

3.6 This scheme is reported in item 11 of the agenda as part of the Passenger Transport Report.

    Chilworth to Southampton Cycles - £30,000 LTP £134,000 EF

3.7 A project appraisal is to be arranged for November 2005. Works are to be programmed for early 2006. The scheme links Chilworth Science Park with the Southampton cycle network which already provides a safe shared-use cycle-way around the M3/A33 gyratory system and onwards to the university main campus and the city centre. The scheme will provide a formal facility for cyclists and improve road safety. It includes the removal of the existing bus lay-by. The scheme includes the junction redesign at Manor Road and the A27 next to The Clump Inn public house.

3.8 Accident data for this section of the A27 in the three year period up to 31 January 2005 indicate 12 recorded accidents in the vicinity of the scheme, four of which were serious injuries with 42% of the total involving cyclists. The two main locations of these accidents were at The Clump Inn/Manor Road junction and at the entrance to the Chilworth Science Park.

    Rownhams/Nursling Traffic Management - £50,000 LTP

3.9 A detailed design for this scheme has been finalised. The gateway feature on Rownhams Lane close to Routs Way, and road markings and signing along Rownhams Lane are to be incorporated in the construction of the Rownhams-North Baddesley cycleway, where site clearance has already commenced. The section of the scheme that falls within the boundary of Southampton City Council is still subject to receiving agreement to construct the pinch-point at the south end of Rownhams Lane.

4. Impact Assessments

4.1 As this report provides a position statement only on the progress of schemes in the capital programme, an impact assessment, in terms of the Race Relations (Amendment) Act has not been undertaken. Such impact assessments are normally reported in the project appraisal report for each individual or package of schemes.
