* The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is not anticipated that the fuel cost for the school will increase as a result of this scheme.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The school is located on the outskirts of Broughton near Stockbridge. There is housing to the southern boundary of the school, with open land to the north, west and east.
Area including comparison with local/national standards
The total site area is 2 acres (0.809 hectares). The DfES guideline for a school of this size is 1.69 acres (0.69 hectares).
Access
The main vehicular and pedestrian access to the school is from School Lane, to the south of the site.
Contractor access will also be from School Lane, but once inside the school site the contractor's vehicles and compound will be located to the east of the site away from the main car park. No deliveries or movement of plant will be allowed between 8.30-9.15 am and 3.00-3.45 pm on school days.
Existing buildings and temporary buildings
The existing main school buildings are of traditional Edwardian construction and are considered to be in good condition for their age and type.
The existing kitchen is detached from the main school building and is located to the north of the site. The building is of timber construction with corrugated iron cladding, does not meet current standards and is no longer economically viable to maintain. The building will be demolished to make way for the proposed extension.
Results of trial boreholes
The ground conditions are of good-quality chalk overlain by a thin band of clay with flints.
Foundations will consist of mass concrete pads to columns or trench fill strips to walls founded at around one metre depth into the chalk. Floor slabs will be ground-bearing on a suitable sub-base of imported stone fill.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
This scheme provides a new, purpose-built kitchen and PE store adjoining the existing main hall. The following accommodation is provided:
· kitchen
· associated storage space
· PE store (with door opening on to hall area)
· dedicated kitchen entrance for use by staff
Places provided
No change.
4 The Proposed Building
Type of construction, finish and appearance
The kitchen extension has been designed to complement the existing school buildings which are of traditional red facing brickwork with slate roof. The proposed extension will be of load-bearing masonry construction, with a timber trussed pitched roof, finished with slate. The windows and doors will be of painted timber, all to match existing.
Accessible facilities
An access audit has been carried out for this scheme. The new staff entrance into the kitchen will incorporate a ramped approach over this sloping site.
Heating and ventilation systems
The new kitchen will be electrically heated, controlled by time switch and thermostat, with overriding frost thermostat for frost protection.
Hot water will be provided by means of a direct gas-fired water storage heater located within the extension. The water heater and catering equipment will be supplied by LPG gas.
Mechanical extract ventilation and natural ventilation will be provided as necessary, to comply with the LPG Gas Regulations and Building Regulations.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
There are no changes to the current car parking.
Landscape proposals
The existing detached kitchen is to be demolished and the area will be reinstated as a play area to replace the hard playground lost to the construction of the new kitchen.
Situation on site and environmental impact
The proposed extension is sited and designed to have minimum environmental impact. The extension will not affect the existing mature trees on site and the site of the demolished existing kitchen will be incorporated into the school playing area.
6 Planning
A detailed planning application was submitted during August 2005.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
Equipment for kitchen to be charged from capital funding.
