    Report by the Director of Property, Business and Regulatory Services

     

      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to extend and internally refurbish the Youth Block will have an immediate benefit for the school and local community.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

       

    1.1

    Court Moor Secondary School is located in a residential area of Fleet at Spring Woods. There are currently 1,097 pupils (aged 11-16 years) on roll. The campus consists of a mix of traditional and SCOLA buildings and the original school dates from the 1950s. The most recent additions to the site are a drama and dance studio and a science block which were completed in 2002.

    1.2

    A Youth Service building is located centrally within the school campus and is currently used during the day by a local playgroup and in the evening by the Youth Service, who have identified that the current building provision no longer provides the flexibility to meet their or other building users' requirements. It is therefore proposed to extend and refurbish the existing accommodation to meet the needs of all users.

    1.3

    The total cost of the scheme to refurbish and extend the Youth Block is £264,000, excluding fees. An allocation of £138,000, has been made in the Education Capital Programme (Youth Service) 2005/06, together with Early Years funding of £59,000, excluding fees, Connexions (School funding) of £25,000 and a Policy and Resources NDS Condition Fund 2005/06 contribution of £20,000, excluding fees.

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed refurbishment and extension of the Youth Block and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

       

    2.1

    It is proposed to construct new storage and office extensions to the north and south elevations respectively, to provide work bases for staff members of the Youth Service and Connexions.

    2.2

    It is also proposed to undertake major internal refurbishments to the existing building, to provide internal spaces that ensure future flexibility, whilst still meeting the Youth Service's current requirements.

    2.3

    The windows in the Youth Block have come to the end of their useful life and an allocation has therefore been made from the Policy and Resources NDS Condition Fund (2005/06) for replacement windows to be installed as part of this scheme.

    2.4

    Minor external works are also to be undertaken, including hand and soft landscaping around the main entrance and the external play area.

    Funding and Timing

    3.1

    The funding (excluding fees) for the proposed scheme is as follows: £

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during December 2005, work will commence on site during February 2006 and be completed during June 2006.

    Consultation with Local Member

    4.1

    Councillor Peter Hutcheson, the local Member for this area, has been consulted on this project appraisal and fully supports the scheme.

    Conclusion

     

    This scheme will provide an extended and refurbished Youth Block to meet the needs of all users.

    Recommendation

    That the Executive Member for Education approves the design project appraisal for the scheme at Court Moor School at an estimated cost of £264,000, excluding fees.

Landlord funded work connected with this scheme

    A contribution of £20,000, excluding fees, has been made from the Policy and Resources NDS Condition Fund 2005/06 towards replacement windows.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      * The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is not anticipated that the running costs of this building will increase as a result of this scheme.

2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        Court Moor School is located in a residential area at Spring Woods, Fleet. The site is bounded to the north, east and south by housing. The Basingstoke Canal borders the site to the west, with further housing and fields beyond.

        Area including comparison with local/national standards

        The total site area is 15.00 acres (6.07 hectares). The DfES guideline for a school of this size is 18.48 acres (7.7 hectares).

        Access

        Pedestrian and vehicular access to this site is from Springs Woods to the northeast. The proposals outlined in this appraisal will not affect the existing access arrangements. Due to the layout of the buildings on site and the position of the only vehicular access, it will be necessary for the contractor to share this access point with all other users of the school. The contractor's compound will be located within the car park area to the north of the school site.

        Once within the school boundaries, pupils and staff will be clearly separated from the contractor's work activities and vehicular movements. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The existing buildings are a mix of traditional and SCOLA construction and are considered to be in fair condition for their age and type. There are currently no temporary buildings on site. It will be necessary for the Playgroup to relocate for the duration of the works and they are currently seeking alternative accommodation.

        Results of trial boreholes

        This is primarily an internal refurbishment scheme. Existing borehole results from a previous scheme in 2002 are available and it is therefore anticipated that minimal ground investigation is required for this scheme.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed extension and internal refurbishment works will provide the following accommodation:

        · open plan activity space - flexible area for use by Court Moor Playgroup during the morning and early afternoon and the Youth Club in the late afternoon and evening

        · small activity space - flexible space for use by the Youth Club

        · refurbished level kitchen and associated seating area

        · separate male & female toilets

        · accessible toilet

        · office areas for use by the Youth Service/Connexions

        · secure storage areas for use by both the Playgroup and the Youth Service

        · separate secure access points for the Playgroup and the Youth Club

        · external play area for use by the Playgroup

        Places provided

        No additional places are provided as a result of this scheme.

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed extensions will be constructed of materials to complement the existing buildings on the campus. Wall finishes will include elements of render, together with glazed curtain walling. The roof will be a monopitch, reflecting similar types elsewhere on the campus.

        Accessible facilities

        The scheme will provide level access throughout the building. Further accessibility items include the provision of a corner layout accessible toilet and ambulant disabled cubicles to both the male and female toilets.

        Heating and ventilation systems

        The existing `wet' heating and mechanical ventilation systems are to be extended and amended as required.

        Fire risk assessment

        Following a detailed Fire Safety Risk Assessment and consultation with Hampshire Fire and Rescue Services Representative, a sprinkler system will not be incorporated into the building.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        The proposed scheme will provide an additional five car parking bays to the northern end of the existing car park.

        Landscape proposals

        Landscaping works associated with the scheme include paved pedestrian access areas to the north and south of the building and some soft landscaping to the perimeter of the Playgroup's external play area. It is anticipated that a temporary fence will be installed to ensure safety whilst the landscaping is establishing.

        Situation on site and environmental impact

        The existing Youth Club building is located centrally within the School campus. The building is separated to the north and east by tarmac footpaths from the Music Block and Library respectively. To the south and west lie grassed open areas leading to the Science and Main Blocks. Due to its central location, the existing block is not visible to adjoining residential neighbours.

      6 Planning

        The Director of Environment has confirmed that Planning Permission will be required for this project. A detailed planning application will be submitted during September 2005.

      7 Building management

        Existing arrangements will apply to cleaning, local management and maintenance arrangements.

      8 Furniture and equipment

        Furniture and equipment costs are included within the funding identified for this scheme.
