First Key Decision

We wish to adopt an alternative to the evidence based SEN Audit

We wish to return to the evidence based SEN Audit (requiring evidence for Y1, 3, 5, 7 and 10).

Please note: If a return to the SEN Audit is chosen then it will not be re-instated until the financial year 2007/08. For the financial year 2006/07 there will be a continuation of weighted averages as a percentage of NOR.

Second Key Decision

Option A

Adopt data-based SEN funding mechanism as described in the consultation paper and managed by the Information and Research Unit using prior attainment, free school meals, index of multiple deprivation and gender. If this is the preferred option, it will come into operation to inform budgets for the financial year 2006/07. Schools will need to submit nothing further.

Option B

The proposals above for Option A would apply and in addition, because physical and sensory needs are distributed on a random basis, schools could opt to produce evidence for children in these categories of need (Physical Disability (PD), Visual Impairment (VI) and Hearing Impairment (HI) who are at School Action Plus. If this is the preferred option, it will come into operation to inform budgets for the financial year 2006/07.
