      SEN funding in mainstream schools - consultation

      Internal and external moderation

      Foundation Stage profile (FSP)

      Currently a system is in place to moderate outcomes and scores on a two year cycle. This moderation process is statutory but will change to a new cycle of every four years from Autumn 2005.

      The FSP self-evaluation document (draft) emphasises the importance of the accuracy of judgements and the consistency of assessments and outcomes within the LEA overall. These are factors which will be taken into account during moderation visits to individual schools and at the statutory Spring Term meeting.

      Key Stage 1 Results

      In the current system, evidence from each individual schools is moderated every four years to ensure consistent outcome across the LEA. When the new arrangements come into force in 2005, this process will continue with added emphasis on moderators talking directly to Year 2 teachers during the school visit.

      Year 4 QCA Reading Test

      These are marked internally and used as part of the self-evaluation and value-added process.

      Key Stage 2 and 3 Results

      Key Stage 2 and 3 SATs are externally marked in order to support consistency of standards nationally and to inform league tables.

      Internal school checks

      These will include:

      · Target setting for cohorts and individual pupils

      · Records of pupil progress

      · Self-assessment and development planning

      · Reporting to parents individually and via the "school profile"

      · Teacher performance reviews.

      External validation

      This will include:

      · Self-assessment discussion with school improvement partner

      · Review by HEPS and HIAS focused visits with reference to SEN

      · PANDA document

      · Autumn package

      · OFSTED

      · Inclusion accreditation

      · LEA monitoring of the school profile over time.
