Progress Update on Schemes in the Capital Programme

1. Summary

1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.

1.2 The table below shows the county-wide improvement programmes that are applicable, and identifies the funding allocation made from the Local Transport Plan (LTP) for 2005/06. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2005/06 Transport Capital Programme, as approved by the Executive Member for Environment: South Hampshire and Resource Management on 13 September 2005, for implementation in the Gosport area. These are summarised in the attached appendix. The report also provides a progress update on schemes started in earlier programmes which were incomplete at the last meeting.

1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure (SCE). In addition schemes may receive external funding (EF) from developers or other contributors.

2. Transport Capital Schemes - 2004/05

      Anglesey Gardens, Gosport - Footway Improvement - £40,000 EF

2.1 The scheme provides a shared pedestrian and cycle route with improved street lighting through Anglesey Gardens, between Anglesey Road and the existing cycle route which follows the old railway line. The scheme formalises the existing use of the route by pedestrians and cyclists. The scheme was completed in May 2005.

    Newgate Lane/Tukes Avenue - Cycleway - £121,000 EF

2.2 The proposal which formalises a pedestrian and cycle link between Newgate Lane and Tukes Avenue, Bridgemary has been completed.

2.3 The scheme includes the provision of a two metre wide cycleway alongside the footpath which is segregated by road markings on the western end of the route and a grass verge at the eastern end. Additional street lighting has been installed along the route. Remedial work, including grass seeding, the installation of additional barriers and signing, has also been completed. Additional landscaping work at the Newgate Lane end of the scheme will be undertaken during the autumn planting season.

Broom Way, Fareham - Cycleway - £424,000 EF

2.4 The proposals provide an off-road cycle route on the western side of Broom Way between the Peel Common roundabout and the new Cherque Farm southern relief road. The proposals include street lighting, kerbing, drainage and landscaping to improve conditions for pedestrians, cyclists and equestrians along the route. Additional road markings are included at Peel Common roundabout to improve lane discipline at the roundabout. The crossings on Gosport Road and Newgate Lane at Peel Common Roundabout have been upgraded to Toucan crossings to accommodate both pedestrians and cyclists.

2.5 This scheme was approved by the former Executive Member for Environment on 11 January 2005. Preliminary work started on site during February, and the main works commenced as scheduled during March 2005. The scheme was substantially completed during early October 2005, with landscape planting work to follow.

      Fareham-Gosport Quality Bus Partnership - Bus Infrastructure Improvements - £145,000 LTP, £50,000 EF

2.6 This scheme includes the provision of a Real-Time Passenger Information System (RTPI) along the main bus route between Fareham and Gosport. STOPWATCH RTPI for the bus routes serving the A32 corridor between Fareham and Gosport will improve the quality of up to date service information for passengers. First Bus has been consulted and various bus stops along the route have been identified and prioritised for the provision of the RTPI display. The central RTPI system is in place and buses operating along the A32 corridor are fitted with Portsmouth City Council's Automatic Vehicle Location technology.

2.7 Work to integrate with Portsmouth City Council's RTPI system through the development of server-to-server links, for the tracking of buses along the routes, is still ongoing and has taken longer than anticipated. Subject to the successful integration with the Portsmouth City Council RTPI system, 16 new style displays are intended to be installed within the bus shelters along the routes by the end of the financial year. A prototype of this display has already been tested on-site with successful results. Once the technical issues have been resolved and costs agreed with Portsmouth City Council, the number of bus shelter replacements will be finalised.

      Fareham-Gosport Quality Bus Partnership - Gosport Bus Departure Information System - £105,000 LTP

2.8 The installation of the Bus Departure Information System (BDIS) at Gosport Bus Station has been completed and is now operational. The system provides information about bus departure times, destinations, departure bays and any variations to the timetable.

      A32 Gosport - Traffic Signal Improvements - £15,000 EF

2.9 The proposed changes to improve the operation of a number of traffic signal junctions along the A32 corridor in Gosport were completed in March 2005. The operational changes will help to improve the efficient movement of vehicles along the A32 by preventing incidences where the signals give priority to the side roads in the absence of any demand.

2.10 Monitoring of the sites to evaluate the improvements at the following locations is ongoing. New stop line vehicle sensors have been installed at the following junctions:

      (i) A32 Forest Way/Priddy's Hard;

      (ii) A32 Tichborne Way/Frater Gate;

      (iii) A32 Cunningham Drive;

      (iv) A32 Lederle Lane; and

      (v) A32 Wych Lane.

2.11 In addition, the operation of the traffic signals has been changed to utilise existing detection equipment and improve traffic capacity at:

      (i) A32 Fareham Reach; and

      (ii) A32 Salterns Lane.

3. Transport Capital Schemes 2005/06

      A32 Mumby Road Pedestrian and Cycle Improvements, Gosport Phase 1 - £24,000 EF

3.1 The proposals for this scheme include the construction of two pedestrian refuges on Mumby Road, a prohibition of waiting order and extension of the existing cycle facilities in Mumby Road. A Project Appraisal was approved on 26 August 2005 by the Director of Environment, work commenced on 26 September 2005 and is substantially complete.

3.2 The new facilities aim to improve pedestrian access across Mumby Road, in the vicinity of the new doctors surgery and the adjacent flats which are currently under construction. Prohibition of waiting has been implemented on both sides of Mumby Road to ensure adequate visibility for pedestrians and drivers in the vicinity of the refuges.

      A32 Mumby Road Pedestrian and Cycle Improvements, Gosport Phase 2 - £30,000 EF

3.3 This scheme aims to improve pedestrian and cycle crossing facilities on Spring Garden Lane where the existing cycle route crosses the road. The proposals consist of a pedestrian and cycle refuge and include associated traffic management measures. The existing cycle route following the route of the old railway line, crosses Spring Garden Lane and continues along Mumby Road. Preliminary design work and consultations are currently being undertaken and, subject to approval, work is expected to commence in the New Year.

      Gosport Urban Centre Improvements - £100,000 LTP, £50,000 Safer Routes to School

3.4 Gosport Borough Council has developed a number of localised pedestrian improvement schemes in the borough. Feasibility drawings submitted to the County Council proposing five schemes have been progressed.

3.5 Detailed design and consultations have been undertaken and, subject to all Statutory requirements being met, a Project Appraisal will be submitted for approval by the Executive Member for Environment: South Hampshire and Resource Management in November. The five schemes are:

      (i) Grange Lane footway improvement (east side between Cornwell Close and Samson Close);

      (ii) Jellicoe Avenue pedestrian refuge (south side of Western Way);

      (iii) Privett Road/Military Road/Gomer Lane roundabout - enlarged traffic islands/pedestrian refuges and off-road cycle improvements;

      (iv) Marine Parade East/Portsmouth Road pedestrian refuge; and

      (v) Browndown Road/Portsmouth Road - enhanced crossing facilities.

3.6 The proposals aim to provide improvements for pedestrians and cyclists, many of whom are travelling to and from local schools, principally Bay House School. The scheme has therefore attracted a funding contribution from the County Council's Safer Routes to School programme.

3.7 The detailed design for each of the proposals has been substantially completed and a stage two safety audit has been undertaken. To ensure visibility at the junction of Jellicoe Avenue and Western Way a prohibition of waiting order is required. Consultations which include local residents are ongoing. Subject to approval the scheme is expected to start in January 2006.

4. Impact Assessments

4.1 This report provides a position statement only on the progress of schemes in the capital programme, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken.
