AT A MEETING of the GOSPORT HIGHWAY AND TRANSPORT ADVISORY PANEL held at The Town Hall, Gosport on Tuesday, 22 March 2005.

70 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Any declaration to be made at the time of the debate. There were no declarations of interest.

71 MINUTES

The Minutes of the meeting held on 1 November 2004 were agreed as a correct record, subject to the substitution of the words, "Anns Hill Bridgeworks" for the words "St Anns Hill Bridgeworks" in Minute 68, and signed by the Chairman.

72 PROGRESS UPDATE ON SCHEMES IN THE CAPITAL PROGRAMME

The Panel considered the report of the Director of Environment, Hampshire County Council (Item 5 in the Minute Book) on progress on transport schemes within the 2004/05 Capital Programme, together with the schemes for the 2005/06 Capital Programmes that were approved by the Executive Member for Environment on 21 January 2005. During the course of the ensuing discussion, the following issues were raised/updating reports made (inter alia):-

    (i) Anglesey Gardens, Gosport - footway improvement

    The Panel noted that the scheme was now underway.

    (ii) Newgate Lane/Tukes Avenue Cycleway

    The Panel noted that the scheme was substantially complete. Concerns were expressed at the problems caused by motor cyclists and cyclists using the footpath which ran parallel to the cycle route and spraying same with mud. The officers undertook to look into the problem as a matter of urgency and report back.

    (iii) Fareham-Gosport Quality Bus Partnerships

    The officers reported that lists of the bus shelters, which were mainly in the Bridgemary area, were now available and would be supplied to all members of the Panel.

    Members expressed grave concern, under this item, at the road traffic implications of the proposed Tesco superstore development at Quay Street, Fareham. (P/05/0182/FP). The County Council was now being consulted on the application as Highway Authority and the Chairman of the Panel undertook to apprise the Executive Member for Environment, and the County Council's officers of the Panel's views.

    (iv) A32 Gosport - Proposed changes to the operation of traffic signals

    The officers answered a range of Member questions on technical aspects of the proposals, and confirmed that ongoing monitoring would take place.

    RESOLVED:

    That the Panel notes the progress with the schemes in the Transport Capital Programme and supports the schemes approved for inclusion in the Capital Programme for 2005/06.

73 HIGHWAYS MAINTENANCE PROGRAMMES 2004/05 AND 2005/06

The Panel noted the report of the Director of Environment, Hampshire County Council (Item 6 in the Minute Book) on progress with regard to the 2004/05 Highway Maintenance Programme, and details of the 2005/06 Highway Maintenance Budget and Highway Maintenance Programme.

74 GOSPORT BOROUGH COUNCIL TRAFFIC MANAGEMENT PROGRAMME

The Panel noted the report of the Regulatory Services Manager, Gosport Borough Council (Item 7 in the Minute Book) on a number of issues under the Borough Council's Traffic Management Programme.

75 CASUALTY REDUCTION PROGRAMMES

The Panel noted the report of the Director of Environment, Hampshire County Council (Item 8 in the Minute Book) on progress on the Hampshire County Council and Hampshire and Isle of Wight Safety Camera Partnership Casualty Reduction Programmes for 2004/05 and 2005/06.

76 TRAVEL PLAN PROGRAMMES (INCLUDING SAFER ROUTES TO SCHOOLS)

The Panel considered the report of the Director of Environment, Hampshire County Council, (Item 9 in the Minute Book) on progress on the workplace, school, and personalised travel planning programmes for the Gosport area. Members remained concerned that many schools were still not giving priority to the development of school travel plans.

RESOLVED:

    (i) That the Panel notes the progress made with the delivery of the workplace, school and personalised travel planning and safer routes to school programmes in the Gosport area.

    (ii) That all ward Members and local County Councillors be furnished with lists of, respectively, schools which have developed school travel plans, and those which have not, for further action as appropriate.

77 CAPITAL MINOR WORKS PROGRAMMES 2004/05 AND 2005/06

The Panel considered the report of the Director of Environment, Hampshire County Council (Item 10 in the Minute Book) on progress with the 2004/05 Capital Minor Works Programme and details of the 2005/06 Capital Minor Works Programme. Members examined in particular detail the Minor Works Schemes set out in the Appendix to the report and selected three schemes which they felt should be given priority, as shown in the appended resolution.

RESOLVED:

That the Executive Member for Environment be recommended to give priority to the following schemes from those listed in the Appendix, in the order shown:

    · Gregson Avenue/Prideaux Brune Avenue - pedestrian refuge

    · Common Barn Lane, Fieldhouse Drive to Fell Drive - provision of lighting

    · Grange Road - footway provision

78 OTHER HIGHWAY RELATED PROGRAMMES

The Panel noted the report of the Director of Environment, Hampshire County Council (Item 11 in the Minute Book) on programme details for street lighting, bridge works, intelligent transport systems, and development-related works.
