1. Summary
1.1 This report outlines:
(i) an update on the 2005/06 Highway Maintenance budget;
(ii) progress with the 2005/06 Highway Maintenance Programme; and
(iii) progress with the 2005/06 Minor Works Schemes.
2. Background
2.1 As previously reported, the highway maintenance programme is funded from both revenue and capital allocations.
2.2 The revenue maintenance programme funds minor works such as pothole repairs, routine drainage work, including gully cleaning, signs and road markings, environmental maintenance of grass verges, trees and shrubs, weed control and highway emergencies. Minor bridge works and winter maintenance are also funded from revenue. Budget allocations are set at a level that ensures the safety and serviceability of the highway network.
2.3 The capital maintenance programme funds planned maintenance, including special maintenance, resurfacing and surface dressing, and also provides for essential repairs to the structure of the highway.
3. Highway Maintenance Budget 2005/06
3.1 The Highway Maintenance budget for 2005/06, approved by the former Executive Member for Environment, is £49,418,000. This sum comprises £22,090,000 revenue funding and £27,328,000 funding from the capital programme provision.
3.2 This allocation includes an additional funding of £3,678,000 for capital maintenance which has been allocated across the county, the emphasis being on minor rural carriageways and urban footways. The additional schemes this will fund are identified separately in the proposed programmes.
3.3 This year Hampshire has received a significantly reduced Central Government grant through the Local Transport Plan (LTP) process. Although locally resourced capital funding has been maintained at 2004/05 levels, the effect of this and other limitations on the budget this year is a reduced figure for highway maintenance and hence a more limited programme of highway maintenance works.
4. Progress with the 2005/06 Highway Maintenance Programme
Revenue Maintenance Programme
4.1 The initial total allocation for Havant for 2005/06 was £590,000. Additional funding has increased this figure to £644,000. Progress throughout the year has been in line with the overall spend profile. A budget monitoring statement is included within Appendix 1.
Capital Maintenance Programme
4.2 The total allocation for Havant in 2005/06 is £493,000. The programme for 2005/06 is progressing well. A budget monitoring statement is included within Appendix 1.
4.3 A status report detailing progress of all special maintenance and resurfacing schemes is attached as Appendix 2. The surface dressing programme, which is funded centrally, is detailed in Appendix 3.
5. Capital Minor Works Programme 2005/06
5.1 As previously reported, the Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the LTP submission to the Department for Transport. For the 2005/06 programme £200,000 was allocated county-wide, of which £50,000 was allocated to Fareham, Gosport and Havant combined.
5.2 The four Havant schemes within the Capital Minor Works Programme for this year were determined at the start of the financial year, these being:
(i) Teal Close, Hayling Island £3,000
Provision of footway
(ii) Royal Way, Waterlooville £2,000
Provision of footway
(iii) Shawford Grove, Leigh Park £3,000
Provision of footway
(iv) Kings Road, Emsworth £8,000
Provision of footway and make-up carriageway
5.3 Works have been completed in Teal Close, Royal Way and Shawford Grove. Initial proposals are being drafted currently for Kings Road for implementation during this financial year.
6. Impact Assessment
6.1 This report provides a position statement only, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken.
