1. Summary
1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.
1.2 The table below shows the county-wide improvement programmes that are applicable and identifies the funding allocation made from the Local Transport Plan (LTP) for 2005/06. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2005/06 Transport Capital Programme, as approved by the Executive Member for Environment: South Hampshire and Resource Management in September 2005, for implementation in the Havant area. These are summarised in Appendix 1.
1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure (SCE). In addition schemes may receive external funding (EF) from developers or other contributors.
2. Transport Capital Schemes 2004/05
2.1 This scheme relates to a length of 1.8 metre wide footway between numbers 113 to 123 (north section) and numbers 65 to 79 (south section) West Lane, Hayling Island. Land required to construct a footway adjacent to the carriageway for the north section is entirely within the highway boundary. Construction of the southern section would require the use of private land.
2.2 Construction of the northern section of footway was completed in April 2005. The design of the southern section cannot be completed at this time as there is no agreement for dedication of the privately owned land required for the footway and no further funding available to purchase the said land.
Havant Bus Station £1,770,000 LTP, £80,000 Havant Borough Council contribution
2.3 Funding approval for the new £1.85 million bus station was granted by the Executive Member for Policy and Resources (14 April 2005), with planning permission having been given by Havant Borough Council on 3 February 2005.
2.4 Works on the main building phase commenced with the old station being closed on 1 August 2005. This followed the earlier completion of the advance works to remove contaminated soil from the site, and construction of the bus `layover area' and coach stop to the west of the main station site.
2.5 Brymor Contractors Limited has been awarded the contract for the construction of the new Havant Bus Station building. The design for the associated groundwork and landscaping for the bus turning and pedestrian areas is currently being prepared by Havant Borough Council Engineering Services, with this element of the works programmed to follow completion of the building construction phase in May 2006. It is anticipated that the new station will reopen in autumn 2006.
2.6 During the 15 month construction period bus services are using temporary bus stops in the `layover area', Market Parade and North Street. Publicity leaflets, local displays and signing have been put in place to inform the public and direct bus users to appropriate bus stops during this time. This information is also available on Havant Borough Council's website. Feedback to date is that generally the temporary bus stop arrangements are functioning well, helped in part by delaying the station closure to avoid clashing with the extended road works on North Street associated with the Waitrose store refurbishment.
2.7 On completion of the capital works, funded mainly from the County Council's LTP budget, ownership of the bus station will be handed over to Havant Borough Council with the Borough Council assuming responsibility for the operation and future maintenance of the bus station in its entirety. The handover arrangements, general level of service and maintenance standards have been agreed by the County Council and Havant Borough Council by legal agreement. Havant Borough Council is entering into a separate agreement with Stagecoach, as the main bus operator, on the detailed operational issues such as opening times, level of staffing and financial recompense by bus operators for use of the station.

Hayling Billy, Havant Railway Station Cycleway Phase 2 £250,000 LTP, £24,000 EF
3.2 This project is a major element of the Havant Cycle Plan that will extend the provision of the walking and cycling link through the station car park and provide a large new covered cycle parking area. This will require alterations to part of the station, which can be most efficiently carried out by South West Trains. A Grant Agreement has been entered into that will allow South West Trains to undertake the design and construction on behalf of Hampshire County Council.
3.3 The detailed design is now complete and tenders were issued in September. Works are expected to start in December and be completed before March 2006.
4. Major Scheme - Integrated A3 Bus Priority Corridor £25,100,00 LTP General Progress
4.1 The main construction works are at approximately the halfway point and on schedule to be finished by the end of 2007/08. The rolling programme of design and consultation ahead of the road works is being finalised for the last sections of the route north of Waterlooville. The actual expenditure in 2004/05 was lower than hoped but both the designers and contractor have now built up a sustainable momentum that will see the largest amounts of works completed this year and next for the earliest possible completion of the scheme. The overall estimated costs for the project are still being managed within the budget available and an update of the financial summary is attached as Appendix 2.
Section 1 - Widley to Purbrook
4.2 The CCTV cameras that provide both traffic monitoring and security surveillance of the bus shelters have now been installed and are operational. These can be controlled by either the County Council control room or the Havant Borough Council control room as necessary and can be fed to the Police control room if an incident occurs. Help points are being fitted to the Adshel bus shelters to both provide travel information and direct the nearest CCTV camera at the bus shelter if a member of the public feels threatened.
4.3 Flat screen displays similar to those used in bus shelters in Portsmouth will be fitted to the Adshel bus shelters and arrival times displayed for approaching services. Key fobs are being provided for the visually impaired who live near the corridor, which activate an audio version of the information. A public access terminal has been installed in Widley that provides additional travel information as well as access to internet services provided by the local authorities.
Section 2a and 2b Purbrook to Waterlooville
4.4 Similar to Section 1 in that the road works are complete and the passenger facilities are being installed. The new bus shelters in this and remaining sections are a little different to those in Section 1 because they are not owned by Adshel. However, since they are being purchased direct the County Council has greater control over the specification and installation, as well as the ability to trial additional features such as solar power for the internal electrical devices and in-shelter mini CCTV cameras for further vandalism deterrent and detection. The new shelters have shatterproof panels.
Section 3 Waterlooville Town Centre
4.5 The road works for the previously reported subsections 3a Southern Approach, 3b Forest End Roundabout and 3d St Georges Walk are now substantially complete and just 3c the main shopping area is left. The main works started here in July with the contractor trying to start and finish packages of work rather than work on the whole area at once. Regular information is being provided to all the shops and every effort is being made to keep the town centre as accessible as possible so that there is minimal impact to traders. Monthly early morning drop-in surgeries have been held for traders and residents but very few people have attended and no significant problems have been raised, so the contractor's manner of dealing with issues quickly and considerately seems to be working well.
4.6 Work is proceeding to programme and completion of the road works by April 2006 is planned. Through liaison with Havant Borough Council additional work will be carried out later in this year by Dyer and Butler on the north end of the precinct as part of the Liveability Fund proposals within the Borough.
Sections 4 and 5 - North of Waterlooville to Clanfield
4.7 Advanced works in the form of new street lighting and ducting for new CCTV cameras has been completed for these sections, with major drainage works now underway. The temporary compound that has been set up on the road at Cowplain has caused some concern and complaint from local residents and these are being mitigated if possible. A compound is needed to avoid having to carry staff and materials great distances from the project compound in Widley and, having checked all possible nearby locations, the road in Cowplain is the only space available. This concept was checked with the Police and safety audited and while very unusual it is the only viable solution in this case.
4.8 Consultation on the final proposals for this part of the route were held in July and the project appraisal recommending approval will be considered in November. It is planned that the main works will start in January 2006 for completion by the end of 2007/08.
5. Impact Assessments
5.1 This report provides a position statement only, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken.
Recommendation
That the Members note the progress with the schemes in the Transport Capital Programme.
