1.1 |
The following decisions are sought: |
| |
|
| |
(i) The revised proposal to retain County Council owned land at Harts Farm Way, Havant, be approved in respect of the longer-term development of an integrated Household and Commercial Waste Recycling Centre, subject to the submission of a future report and Project Appraisal to the Buildings, Land and Procurement Panel; |
| |
|
| |
(ii) In the interim, the Director of Property, Business and Regulatory Services (Head of Estates) be authorised to settle terms and conditions in respect of: |
| |
|
| |
(a) the surrender of Hampshire Waste Service Ltd's leasehold interest in the land at Harts Farm Way, Havant; and
|
| |
|
| |
(b) the grant of appropriate rights of access over the Harts Farm Way site to facilitate the development of adjoining land as a privately operated Waste Recycling Facility.

Reasons |
| |
|
2.1 |
The reappraisal of the County Council's strategy will enable the best use of property assets for the future delivery of recycling and other waste-related services. |

2.2 |
This decision supports the following Aims of the Corporate Strategy: |
| |
|
| |
Aim 2 - Stewardship of the Environment by facilitating the future development of integrated Waste Recycling facilities at Broadmarsh intended to contribute to recycling and sustainability targets pursued under the County Council's Waste Management and Natural Resource objectives. |
| |
|
| |
Aim 5 - Improving Services by enabling improved waste disposal and recycling facilities to be developed in support of the cost-effective delivery of waste management services. |

Other options considered and rejected |
| |
|
3.1 |
Progressing the disposal of the County Council's land at Harts Farm Way, Havant, would deny opportunities to secure, at reasonable cost, the development of integrated waste recycling and disposal facilities. |
