STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

This part of Trunk Road has a pedestrian/cycle underpass link between the existing pedestrian/cycle route on Summit Avenue and Fleet Road that passes under the mainline rail track. It has no access to motorised vehicles.

The scheme aims to contribute to the County Council's Local Transport Plan objective to halt the decline of cycling numbers, and to encourage cycle usage and walking in the area, by locally providing an accessible and safe route all year round.

Recent surveys have shown that 288 pedestrians/cyclists use the route per day, however for several weeks per year it becomes impassable due to flooded conditions. This causes a detour to be taken of approximately 1.5 miles, and so discourages walking and cycling at these times.

The scheme will also address safety concerns by those exiting and entering Fleet Road by reducing the current speed limit from 40 miles per hour (mph) to 30 mph.

National/County Network and Policies

This scheme improves conditions for pedestrian and cycle safety by better vehicle speed management and the addition of drainage improvements in the underpass. This will facilitate more journeys by foot or bicycle, thus supporting the policies of the LTP, which has been developed to meet national transportation needs.

The scheme has been designed to meet the objectives of improving accessibility for pedestrians, cyclists and the mobility impaired.

The scheme comprises raising the pedestrian/cycleway under the underpass by a height of 600 millimetres, whilst retaining the existing height at the edges to act as drainage ditches. From these, a replacement section of drainage pipe will run out under Fleet Road to improve water flows into the existing highway drainage network. This will remove the risk of flooding in the underpass and keep it open all year round for its users.

Guard railing will be put in place to avoid user slippage into the drainage ditches by the routes users.

In addition, lighting will be included in the underpass and the existing 30 mph speed limit will be extended along Fleet Road to aid the safety of pedestrians and cyclists when crossing at this point.

A location plan is attached and a detailed drawing will be displayed at the meeting.

The proposals meet current National and County standards for highway improvement schemes, and conform to the recommendations of the Safety Audit.

   
 

Environmental Impact

The scheme will contribute to a safer and improved environment for cyclists, pedestrians and other vulnerable users. There are no adverse environmental impacts.

No land acquisition required. All works to be confined within existing public highway limits.

   
 

Statutory Procedures

Traffic Regulation Orders are required to implement the change in the speed limit. These will be advertised by Rushmoor Borough Council.

   
 

Public Consultation

No public consultation was carried out regarding the drainage works as there are no residential properties within close proximity to the scheme; there will also be no negative impacts on the local community. The need for an extension to the 30 mph speed zone has been identified during liaison between both Parsonage Farm and Guillemont Schools as the route is used by their pupils and parents.

Railtrack has been consulted on the proposals and raises no objection.

The local Member, Councillor Leversha, supports the proposal.

   

 

Impact Assessments

The scheme will improve the conditions for pedestrians and cyclists in the area by ensuring that their travel route remains open all year round. The route can also be used by disabled people with mobility wheelchairs.

Assessment of the Race Relations (Amendment) Act has also been made in the development of this scheme but the proposal is not expected to compromise equalities in terms of race or gender.

 

Maintenance Implications

The revenue implications of this proposal will be taken into account in the setting of the annual budget.

ROAD IMPROVEMENT - ALTERNATIVES CONSIDERED

The option to do nothing was considered, however this was not perceived to be acceptable in terms of providing reasonable facilities for its users.

Recommendation

That this Project Appraisal for the implementation of drainage improvements on the shared pedestrian and cycle path underpass between the A327 Summit Avenue and Fleet Road, Farnborough, and the extension of the existing 30 miles per hour limit on Fleet Road, at an estimated cost of £79,000 predominantly developer funded, be approved.
