Project Appraisal: Gabriel Park to West Ham, Basingstoke - Toucan Crossing and Phase I Cycle Route

1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal to install a Toucan crossing across the B3400 Worting Road and implement phase I of the Gabriel Park to West Ham cycle route west of the town centre, incorporating cycle signing between Pinkerton Road and the leisure centre at West Ham, to be externally funded at an estimated cost of £160,000, be approved.

2. Reason

2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safer Communities) of the Corporate Strategy by improving cyclist safety along the route, and improving pedestrian safety across B3400 Worting Road, particularly for those with disabilities, the elderly and children, encouraging walking and promoting links between community facilities including schools.

3. Other Options Considered and Rejected

3.1 Several alternatives were considered for crossing Worting Road, including use of the fire station Pelican crossing some 400 metres east of Greenway, and use of a new crossing midway between the fire station crossing and Greenway, together with modifications to the existing bridge. These alternatives require duplicating existing footways or construction of an environmentally intrusive ramp to the bridge.

3.2 The proposed alignment of the cycle route results from an elimination of a range of alternative routes in the corridor from Gabriel Park to West Ham, as confirmed by a consultants report. The alternatives included making use of an advisory cycle route on Kempshott Lane, and the use of a variety of combinations of quieter roads and off-road paths through the housing areas in the corridor. These were less desirable than the proposal.
