1. Summary

1.1 The following decision is sought:

That in line with current Health and Safety recommendations the winter opening time for Hampshire's household waste recycling centres be changed from 4:30 pm to 4:00 pm with effect from 14 November 2005 until 31 March 2006, and that a further report setting out a recommendation for any permanent change to opening hours be considered in the spring following a fuller evaluation of winter closure options.

2. Reason

2.1 This decision supports Aim 5 (Improving Services) of the Corporate Strategy by ensuring that Hampshire's household waste recycling centres are operated in accordance with all appropriate Health and Safety Executive guidance.

3. Other Options Considered and Rejected

3.1 To take no action to reduce opening hours for 2005 and to introduce artificial lighting.
