A3023 Langstone Bridge, Havant: Stage 1 - Conversion of Footways to Shared Pedestrian and Cycle Use

1. Summary

1.1 The following decision is sought:

    That approval be given under Sections 65 and 66 of the Highways Act 1980 for sections of the existing footways over the A3023 Langstone Road Bridge, Langstone, Havant to be converted to shared use footways and cycleways.

2. Reason

2.1 The A3023 Langstone Road bridge route forms a natural cycle link between Northney and Langstone, and between the northern and southern sections of Hayling Billy Trail at Langstone and Hayling Island. Major maintenance works to the bridge structure completed in 2004 included widening the footways and heightened parapets, so enabling the footways to be considered for shared pedestrian and cycle use. This proposal will formalise the provision for cycling off the running carriageway, which currently takes place unlawfully.

2.2 The scheme supports Aims 1, 2 and 5 (Maximising Life Opportunities, Stewardship of the Environment and Improving Services) of the Corporate Strategy by enhancing safety for utility and recreational cyclists.

3. Other Options Considered and Rejected

3.1 An option for conversion of the footways has been to investigate providing on carriageway cycle measures on the basis that there is evidence of on road use taking place during the morning and evening peak times on weekdays. The carriageway carries an Annual Average Daily Total (AADT) of 25,000 vehicles, peaking in April, with 13,500 in each direction. The peak hour traffic flow is approximately 1,400 vehicles northbound in the morning and similar levels southbound in the evening peak period.

3.2 The Department for Transport's `Cycle Audit and Cycle Review' advice, given the levels of traffic flow measured at this location, considers that provision for cyclists should be typically off-road. Also, with an average carriageway width of 6.8 metres south of Langstone village and over the A3023 Langstone Bridge, there would be very little scope for the provision of adequate on-road advisory cycle lanes.
