1. Summary

1.1 The following decision is sought:

    That approval be given to the proposed tendering procedures for the Site Investigation Work and Associated Laboratory Testing framework arrangement, to ensure continuous service delivery of geotechnical advice and design offered by the Environment Department's Engineering Consultancy following the end of the existing contract.

1.2 The Buildings, Land and Procurement Panel approved this item on 13 October 2005. Members commented that they were keen to ensure that efficiency and performance were built into the framework.

2. Reason

2.1 This decision supports Aims 2 and 5 of the Corporate Strategy (Stewardship of the Environment and Improving Services) by:

      (i) maintaining public satisfaction with the delivery of all construction schemes, particularly those involving significant impact on Hampshire's unique geology; and

      (ii) promoting the development of improved links with private sector partners and the innovation, added value and best practice that can be gained.

3. Other Options Considered and Rejected

3.1 Extending the existing contract by a further period was considered, however the need to review the contract in the light of the Gershon efficiency agenda requires a retendering process.

3.2 Retendering the contract over a longer period was also considered, however regular tests of the market conditions in this specialist area has historically provided better value for money. This is still the view, therefore the present contract period is proposed to be held at three years.
