1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the provision of pedestrian refuges and footway links along Whitedown Lane, Alton, and new street lighting along the recently adopted footpath between Paper Mill Lane and Ashdell Road, at an estimated cost of £137,000 including some developer funding, be approved.
2. Reason
2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by providing new infrastructure to facilitate improved pedestrian access and safety in and around the town of Alton as well as contributing to a reduction in crime and the fear of crime for pedestrians.
3. Other Options Considered and Rejected
3.1 The inclusion of controlled crossings along Whitedown Lane in place of the refuges included in the final design was initially considered as they would provide a more formal and hence safer crossing environment for pedestrians. However, the natural locations for crossing points did not satisfy the numerical criteria for controlled crossings and were therefore rejected.
